{"id":168239,"date":"2026-04-17T04:39:07","date_gmt":"2026-04-17T04:39:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/168239\/"},"modified":"2026-04-17T04:39:07","modified_gmt":"2026-04-17T04:39:07","slug":"penn-unions-sound-alarm-on-possible-employee-benefit-changes","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/168239\/","title":{"rendered":"Penn unions sound \u2018alarm\u2019 on possible employee benefit changes"},"content":{"rendered":"<p>Union organizers representing workers at Penn Libraries and the Penn Museum recently voiced concerns over potential changes to employee benefits.\u00a0<\/p>\n<p>In an April 9 <a href=\"https:\/\/www.instagram.com\/p\/DW6mRRdkS5V\/?img_index=1\" target=\"_blank\" rel=\"nofollow noopener\">social media post<\/a>, union-affiliated accounts representing workers at Penn Libraries and the Penn Museum wrote their colleagues are \u201csounding the alarm\u201d about possible reductions to benefits such as healthcare, retirement, and paid time off. The Daily Pennsylvanian spoke with union representatives and organizers to discuss their concerns.<\/p>\n<p>A request for comment was left with Penn Libraries and the Penn Museum.\u00a0<\/p>\n<p>\u201cUniversity management is signaling to our unions a plan to reduce existing benefits like healthcare, retirement, and PTO,\u201d the post authored by the Coalition of Workers at Penn read. The coalition was established in 2023 to bring together University workers and local labor representatives.\u00a0<\/p>\n<p>\u201cAs unionized staff, we are protected from management unilaterally reducing our benefits, so we have advance notice and the ability to fight back,\u201d the statement continued. \u201cWe intend to do so.\u201d<\/p>\n<p class=\"font-serif\">Get the DP delivered straight to your inbox.<\/p>\n<p>  <a href=\"https:\/\/thedp.us2.list-manage.com\/subscribe?u=a96885e3aa3f8131c872ee329&amp;id=370b4800ba\" class=\"newsletter-btn font-sans no-underline\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"> Sign Up<\/a><\/p>\n<p>Sarah Shaw, a lead negotiator with District Council 47 of the American Federation of State, County, and Municipal Employees, told the DP that the union\u2019s concerns stem from recent <a href=\"https:\/\/www.hr.upenn.edu\/docs\/default-source\/benefits\/full-time-benefits-guide-2026-2027_final.pdf\" target=\"_blank\" rel=\"nofollow noopener\">updates<\/a> to Penn\u2019s employee health benefits.<\/p>\n<p>She specifically referenced the introduction of a \u201cworking partner premium\u201d \u2014 which requires employees to pay an additional $100 per month to cover a spouse or partner who is eligible for insurance through their own employer \u2014 a change she described as a \u201cbig red flag.\u201d<\/p>\n<p>According to Shaw, workers at the Penn Museum have filed a grievance related to these health benefit changes. She argued that Penn was \u201cinstituting these changes without providing the union with the opportunity to bargain over them.\u201d\u00a0<\/p>\n<p>\u201cWhat our represented employees have is what the rest of the University has,\u201d she added. \u201cPenn\u2019s telling us, we want to keep the door open to making your benefits worse \u2026 That means they\u2019re thinking about that for the entire University, not just for unions.\u201d<\/p>\n<p>She told the DP that another concern raised by the union involves a contract provision on whether the University can reduce employee benefits during the term of an agreement.\u00a0<\/p>\n<p>According to Shaw, Penn previously agreed to language stating it would not \u201celiminate or reduce\u201d benefits, but that the University recently rejected the \u201creduce part of the \u2018eliminate and reduce\u2019 language.\u201d<\/p>\n<p>\u201cThe message that we\u2019re getting from them is that the University wants to keep the door open to literally making people&#8217;s benefits worse,\u201d she added.<\/p>\n<p>In a later statement to the DP, Shaw clarified that the University has since agreed on language stating it will not reduce benefits for the duration of the agreement.<\/p>\n<p>Evan Kassof, an organizer with the Philadelphia Council American Federation of Labor and Congress of Industrial Organizations, wrote to the DP that the issue reflects broader concerns about labor and institutional priorities.<\/p>\n<p>\u201cWhen an employer is this rich, threatening workers\u2019 benefits during union negotiations is simply about power \u2013 not money,\u201d Kassof, who also serves as a facilitator of the Coalition of Workers at Penn, wrote.<\/p>\n<p>Penn Libraries and Penn Museum\u2019s ongoing negotiations come during a larger wave of labor activity on campus. In February, Penn reached a historic <a href=\"https:\/\/www.thedp.com\/article\/2026\/02\/penn-graduate-union-reaches-contract-avoids-strike\" target=\"_blank\" rel=\"nofollow noopener\">contract <\/a>with its graduate student union, narrowly averting a strike.\u00a0<\/p>\n<p>\u201cEvery time there is a new bargaining unit at Penn, it\u2019s increasing worker power and leveling the playing field a little bit,\u201d Shaw said.<\/p>\n<p>Last month, Research Associates and Postdocs United at Penn also <a href=\"https:\/\/www.thedp.com\/article\/2026\/03\/penn-rapup-union-bargaining-demands-workers-contract\" target=\"_blank\" rel=\"nofollow noopener\">urged<\/a> the University to respond to demands regarding compensation, health care, childcare, and support for international researchers.\u00a0<\/p>\n<p>\u201cNothing\u2019s really going to change,\u201d Shaw said. \u201cPenn is not going to behave any differently until there is real worker power and unity and solidarity at the University.\u201d<\/p>\n<p>Senior reporter Ananya Karthik covers central administration and can be reached at <a href=\"https:\/\/www.thedp.com\/article\/2026\/04\/mailto:karthik@thedp.com\" rel=\"nofollow noopener\" target=\"_blank\">karthik@thedp.com<\/a>.
