Parker<\/a>\u2019s <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/crime\/a\/kensington-philadelphia-crime-rates-drug-market-addiction-resources-20251120.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/crime\/a\/kensington-philadelphia-crime-rates-drug-market-addiction-resources-20251120.html\">strategy to address the drug market in Kensington<\/a> is facing an uncertain future amid a potential zoning battle and lease instability.<\/p>\n<p class=\"inq-p text-primary  \">Parker wants to spend millions of dollars this year to continue operating \u201cPhilly Home at Girard,\u201d a program her administration <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/health\/opioid-addiction\/philadelphia-triage-center-addiction-fairmount-20240501.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/health\/opioid-addiction\/philadelphia-triage-center-addiction-fairmount-20240501.html\">quietly began two years ago<\/a> at 2100 W. Girard Ave., a hulking campus owned by the state that was the site of the former Philadelphia Nursing Home. The city spent more than $15 million operating the facility in the current fiscal year.<\/p>\n<p class=\"inq-p text-primary  \">But the city\u2019s lease of the building, which has been in place for 50 years, expires in June, and it is unclear if a new deal will be inked. Parker administration officials said that the city will be considered a \u201choldover tenant\u201d after June, and that the state can require the city to vacate the property with six months\u2019 notice.<\/p>\n<p class=\"inq-p text-primary  \">At the same time, land-use issues are complicating matters. In December, the Philadelphia Department of Licenses and Inspections \u2014 a part of the mayor\u2019s administration \u2014 issued a citation, saying the facility is being used for a purpose other than it is zoned for. Obtaining a special zoning designation could be a lengthy and uphill battle.<\/p>\n<p class=\"inq-p text-primary  \">Hanging in the balance are hundreds of people who stay in the shelter. <\/p>\n<p class=\"inq-p text-primary  \">Inside is a mix of traditional beds for people without a place to stay, plus the program for residents in addiction. It is not a drug treatment site \u2014 rather, city officials say, it is a \u201csafe haven\u201d where people can stabilize even if they are not ready to enter treatment. Medical services such as wound care are available, and residents can receive mental health support and case management. <\/p>\n<p class=\"inq-p text-primary  \">Cheryl Hill, director of the Philadelphia Office of Homeless Services, said the population served by Homeless Services at the facility is especially vulnerable \u2014 nearly half are over age 55, far above the system-wide average.<\/p>\n<p class=\"inq-p text-primary  \">The city is in the process <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/mayor-cherelle-parker-state-of-the-city-address-20251219.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/mayor-cherelle-parker-state-of-the-city-address-20251219.html\">of adding 1,000 beds to its shelter stock<\/a> amid increasing homelessness rates. Parker <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/cherelle-parker-city-budget-proposal-uber-amazon-fees-20260311.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/cherelle-parker-city-budget-proposal-uber-amazon-fees-20260311.html\">has proposed increasing<\/a> the city\u2019s hotel tax, which would generate an additional $20 million a year, to finance that effort.<\/p>\n<p class=\"inq-p text-primary  \">Still, an abrupt closure of the Girard Avenue facility, Hill said, could mean hundreds of people may \u201creturn to the streets.\u201d<\/p>\n<p class=\"inq-p text-primary  \">\u201cObviously we would try to do our best to not make that happen,\u201d she said. \u201cBut to be able to find another location that can house all the individuals would be a pretty heavy lift.\u201d<\/p>\n<p class=\"inq-p text-primary  \">It is just the latest set of challenges facing the facility.<\/p>\n<p class=\"inq-p text-primary  \">In 2022, the city shuttered the decades-old nursing home there after the COVID-19 pandemic devastated the nursing industry. Officials at the time <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/business\/health\/philly-closing-nursing-home-fairmount-long-term-care-20220614.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/business\/health\/philly-closing-nursing-home-fairmount-long-term-care-20220614.html\">cited financial hardship and dwindling occupancy.<\/a><\/p>\n<p class=\"inq-p text-primary  \">The city quickly began using the site as a homeless shelter. Operated by Resources for Human Development, the facility had dozens of beds available as emergency shelter for people referred there by the homeless services office and outreach workers.<\/p>\n<p class=\"inq-p text-primary  \">There was little pushback. That changed in May 2024, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/health\/opioid-addiction\/philadelphia-triage-center-addiction-fairmount-20240501.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/health\/opioid-addiction\/philadelphia-triage-center-addiction-fairmount-20240501.html\">when The Inquirer reported that the new mayor\u2019s administration<\/a> was expanding capacity and adding new programming at the site to absorb an influx of residents from Kensington. At the time, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/parker-administration-fairmount-shelter-site-20240502.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/parker-administration-fairmount-shelter-site-20240502.html\">Parker was looking to make quick progress<\/a> on a campaign promise to address the open-air drug market there.<\/p>\n<p class=\"inq-p text-primary  \">Fairmount neighbors were up in arms that they had not been consulted, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/philadelphia\/fairmount-homeless-drug-treatment-meeting-20240515.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/news\/philadelphia\/fairmount-homeless-drug-treatment-meeting-20240515.html\">and they told city officials they worried<\/a> that their neighborhood would inherit the quality-of-life problems long associated with Kensington.<\/p>\n<p class=\"inq-p text-primary  \">Also angry was Jeffery Young Jr., the City Council member who represents the area. He sponsored \u2014 and Council approved \u2014 <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/real-estate\/commercial\/jeffery-young-zoning-bill-withdrawn-20250403.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/real-estate\/commercial\/jeffery-young-zoning-bill-withdrawn-20250403.html\">multiple pieces of legislation<\/a> related to the facility, including a resolution <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/jeffery-young-fairmount-addiction-center-subpoena-20240523.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/jeffery-young-fairmount-addiction-center-subpoena-20240523.html\">allowing Council to subpoena the mayor<\/a> and a bill <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/council-bill-blocks-fairmount-triage-center-20240522.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/council-bill-blocks-fairmount-triage-center-20240522.html\">preventing the city from signing<\/a> another long-term lease at the facility.<\/p>\n<p class=\"inq-p text-primary  \">But over the last two years, tensions between the neighborhood and the Parker administration have cooled substantially.<\/p>\n<p class=\"inq-p text-primary  \">Dustin Dove, president of the Fairmount Civic Association, said the city has been proactive in communicating with residents and responding to quality-of-life concerns. He said the city convened an advisory council for neighbors to meet regularly with officials.<\/p>\n<p class=\"inq-p text-primary  \">\u201cThey\u2019re in constant communication with neighborhood groups and with neighbors,\u201d Dove said. \u201cI really appreciate that they saw the anger and the confusion that happened two years ago, and they took steps to address it.\u201d<\/p>\n<p class=\"inq-p text-primary  \">Sharon Gallagher, a spokesperson for the Philadelphia Managing Director\u2019s Office, said that the city provides \u201cconsistent neighborhood services\u201d around the site, including trash pickup twice a day and an increased police presence, and that service providers make multiple rounds each day around the perimeter of the facility.<\/p>\n<p class=\"inq-p text-primary  \">Young said earlier this month that complaints from neighbors have slowed considerably, though he said he still \u201cwould hope the administration fully funds the quality-of-life issues happening like needles and people roaming.\u201d<\/p>\n<p class=\"inq-p text-primary  \">\u201cWe have asked for Ring cameras, more bike patrol, and other resources,\u201d Young said.<\/p>\n<p class=\"inq-p text-primary  \">Isabel McDevitt, the Parker administration\u2019s executive director of community wellness and recovery, said the city is committed to working closely with Fairmount neighborhood leaders and is working with Young on the zoning issues.<\/p>\n<p class=\"inq-p text-primary  \">The site is currently zoned as multifamily residential. The new use is classified as \u201cgroup living,\u201d which requires a special exception permit be granted by the Philadelphia Zoning Board of Adjustment. The ZBA process can take months, and the board considers input from community groups and the district Council member \u2014 in this case, Young.<\/p>\n<p class=\"inq-p text-primary  \">All that, McDevitt said, is contingent on Council approving a budget for the site. Parker\u2019s budget proposal includes $211 million over five years for both Philly Home at Girard and the Riverview Wellness Village, a city-owned recovery house in <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/northeast-philadelphia\" rel=\"nofollow noopener\" target=\"_blank\">Northeast Philadelphia<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">Council <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/cherelle-parker-budget-winners-losers-20260312.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/cherelle-parker-budget-winners-losers-20260312.html\">is currently in the process of budget hearings and negotiations,<\/a> and lawmakers must approve a spending plan by the end of June. The managing director\u2019s office, which oversees recovery programming and the homeless services office, is scheduled to testify to Council on Monday.<\/p>\n<p class=\"inq-p text-primary  \">McDevitt said results inside the facility have been positive: More than two-thirds of the people who receive medical care there are also enrolled in a program for people with opioid use disorder to take medication that helps control cravings, and the average length of stay is nearly four months.<\/p>\n<p class=\"inq-p text-primary  \">There are often challenges with real estate when it comes to programs for people with complex behavioral health needs, she acknowledged.
