{"id":169038,"date":"2026-04-18T00:53:10","date_gmt":"2026-04-18T00:53:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/169038\/"},"modified":"2026-04-18T00:53:10","modified_gmt":"2026-04-18T00:53:10","slug":"pennsylvania-human-relations-commission-leader-resigns-amid-investigation-of-the-agencys-spending","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/169038\/","title":{"rendered":"Pennsylvania Human Relations Commission leader resigns amid investigation of the agency&#8217;s spending"},"content":{"rendered":"<p>Listen to article \u2022\u00a00:00 min<\/p>\n<p class=\"inq-p text-primary  \">Gov. <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/josh-shapiro\" rel=\"nofollow noopener\" target=\"_blank\">Josh Shapiro<\/a> has asked the head of Pennsylvania\u2019s civil rights enforcement agency to resign amid an investigation into how it has been spending tax dollars, The Inquirer has learned.<\/p>\n<p class=\"inq-p text-primary  \">Chad Dion Lassiter, 53, who has led the Pennsylvania Human Relations Commission since 2018, submitted his resignation letter to Shapiro earlier this month and plans to leave the office by June 30, according to a copy of the letter obtained by the news organization. <\/p>\n<p class=\"inq-p text-primary  \">Lassiter, in his letter to Shapiro dated April 7, said the governor\u2019s Feb. 23 request for him to step down \u201cwithout a conversation with me, or \u2018due process\u2019 left me deeply hurt.\u201d<\/p>\n<p class=\"inq-p text-primary  \">Rosie Lapowsky, a spokesperson for Shapiro, declined to comment on what prompted the governor to request Lassiter\u2019s resignation. <\/p>\n<p class=\"inq-p text-primary  \">Lapowsky said in a statement that the governor\u2019s Office of Administration is reviewing the agency\u2019s recent purchases. Some spending at the agency, including purchasing cards, has been suspended amid that inquiry, which remains ongoing, she said.<\/p>\n<p class=\"inq-p text-primary  \">She declined to answer additional questions about the probe.<\/p>\n<p class=\"inq-p text-primary  \">Lapowsky said the governor does not have the power to hire or fire PHRC leadership because it is an independent agency. Only its commissioners, who are appointed by the governor and confirmed by the state Senate, have the power to remove or replace the executive director, she said. <\/p>\n<p class=\"inq-p text-primary  \">Shapiro\u2019s administration, she said, \u201cfully supports PHRC\u2019s mission and the important work they do to enforce civil rights laws.\u201d<\/p>\n<p class=\"inq-p text-primary  \">Lassiter, in a phone interview Friday, said the resignation request came after concerns were reported to Shapiro about PHRC\u2019s attempt to spend $20,000 on two tables at a Philadelphia NAACP awards ceremony in February. Lassiter was being honored by the organization with the President\u2019s Award.<\/p>\n<p class=\"inq-p text-primary  \">Purchasing tables at major events is a standard practice for his office, he said. After concerns were raised, he said, the payments to NAACP were not made. <\/p>\n<p class=\"inq-p text-primary  \">Lassiter and his colleagues still attended the event.<\/p>\n<p class=\"inq-p text-primary  \">\u201cIt was a hit job,\u201d he said, of his ouster. \u201cThere has been a movement to remove me as executive director at the PHRC over the last two years.\u201d<\/p>\n<p class=\"inq-p text-primary  \">He said he plans to continue working until June 30 to ensure a smooth transition for the office.<\/p>\n<p class=\"inq-p text-primary  \">Lassiter\u2019s planned departure follows the resignations of four other senior officials at the agency in recent weeks. He said the timing was unrelated.<\/p>\n<p class=\"inq-p text-primary  \">The commission\u2019s chief of counsel and executive procurement officer resigned earlier this month, sources said. Then, last week, chairman Joel Bolstein <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/agencies\/phrc\/phrc-news---information\/newsroom\/phrc-announces-resignation-of-commission-chair-joel-bolstein\" target=\"_blank\" rel=\"nofollow noopener\">stepped down<\/a> after nearly three decades with the agency. Another long-tenured board member, Raquel Yiengst, who joined the commission in 1978, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/agencies\/phrc\/phrc-news---information\/newsroom\/phrc-announces-the-resignation-of-longtime-commissioner-dr--raqu\" target=\"_blank\" rel=\"nofollow noopener\">resigned on Tuesday<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">News releases announcing the chair members\u2019 departures did not give reasons for the resignations. <\/p>\n<p class=\"inq-p text-primary  \">Amanda Brothman Jumper, a spokesperson for PHRC, said in a statement that she could not discuss personnel or operational matters, and referred questions to the governor\u2019s office.<\/p>\n<p class=\"inq-p text-primary  \">PHRC, founded in 1955, is responsible for investigating thousands of discrimination complaints filed in the state each year. It has subpoena power, and employs dozens of investigators and attorneys who investigate, mediate, and resolve potential civil rights violations in places of employment, housing, education, and accommodations.<\/p>\n<p class=\"inq-p text-primary  \">The commissioners who oversee the agency are appointed by the governor. None of the remaining five could be reached for comment.<\/p>\n<p class=\"inq-p text-primary  \">In a news release <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/agencies\/phrc\/phrc-news---information\/newsroom\/phrc-announces-the-resignation-of-longtime-commissioner-dr--raqu\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.pa.gov\/agencies\/phrc\/phrc-news---information\/newsroom\/phrc-announces-the-resignation-of-longtime-commissioner-dr--raqu\">this week<\/a>, the commission acknowledged that the resignations could pose immediate challenges. With six of 11 commissioner positions vacant, it would not have the required quorum for upcoming meetings.<\/p>\n<p class=\"inq-p text-primary  \">\u201cWhen the Commission cannot meet, Pennsylvanians seeking justice may face harmful delays,\u201d Desire\u00e9 Chang, a deputy director at PHRC, said in the release. \u201cThe risk of delayed or postponed decisions is real.\u201d<\/p>\n<p class=\"inq-p text-primary  \">Lassiter said he stood by his work, saying he turned around a troubled agency over the last eight years. <\/p>\n<p class=\"inq-p text-primary  \">He was appointed to lead the commission in 2018, and since then, has expanded outreach efforts, promoted anti-racist programming, and launched a \u201clistening tour\u201d in 67 counties to address the rise of white nationalism, according to <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/agencies\/phrc\/about-phrc\/executive-leadership\/executive-director\" target=\"_blank\" rel=\"nofollow noopener\">his government page<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">A graduate of Olney High School, Lassiter obtained a master\u2019s degree in social work from the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/university-of-pennsylvania\" rel=\"nofollow noopener\" target=\"_blank\">University of Pennsylvania<\/a>, where he co-founded what he described as the first Ivy League Black male group of social workers at the School of Social Policy &amp; Practice.
