{"id":173296,"date":"2026-04-22T22:59:07","date_gmt":"2026-04-22T22:59:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/173296\/"},"modified":"2026-04-22T22:59:07","modified_gmt":"2026-04-22T22:59:07","slug":"anger-over-school-closure-plan-grows-as-phillys-elected-officials-blast-district-leaders","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/173296\/","title":{"rendered":"Anger over school closure plan grows as Philly\u2019s elected officials blast district leaders"},"content":{"rendered":"<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Sign up for <a href=\"https:\/\/ckbe.at\/4iCuUei\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/ckbe.at\/4iCuUei\">Chalkbeat Philadelphia\u2019s free newsletter<\/a> to keep up with news on the city\u2019s public school system.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">In the hours before the Philadelphia Board of Education is scheduled to vote on its school closure plan, political threats and finger-pointing have reached a fever pitch.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">City Councilmembers who say they were caught off-guard by the <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2026\/04\/20\/philly-school-board-schedules-vote-on-closure-plan\/\" rel=\"nofollow noopener\" target=\"_blank\">board\u2019s sudden decision to hold the vote to close 17 schools this week<\/a> have summoned Superintendent Tony Watlington and Board President Reginald Streater to multiple budget hearings, where they have threatened district funding. They say they felt misled by district leaders and \u2014 as Councilmember Nina Ahmad put it \u2014 \u201csandbagged.\u201d <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Meanwhile, at rallies to save individual schools from closure, state lawmakers have declared that they have long memories and will not forget the outcome of Thursday\u2019s vote. They\u2019ve said if the board votes to close beloved schools in their districts, they\u2019ll be less likely to advocate for increased state aid for Philly schools.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cThe administration, the legislative body, and the school district all look like you\u2019re fighting against each other,\u201d said Councilmember Quetcy Lozada, who at a Wednesday hearing asked Streater to delay the planned vote as a signal of political goodwill. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Streater refused to accept or reject the request, saying he would confer with the board members and come to a decision before Thursday.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The fiery political rhetoric signals that the relationship between city government, school board members, and district leaders has been damaged. Still, there are few alternate proposals to get the district the money it says it would need to maintain buildings and close its budget hole. Keep up with our free newsletter, delivered every Wednesday and Friday morning.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cI don\u2019t want to talk about school funding until we get a facilities plan that we all agree upon,\u201d Councilmember and Education Committee Chair Isaiah Thomas told Chalkbeat. \u201cYou can\u2019t tell us that we have to get in line with your facilities plan and then tell us we have to get in line with your funding plan. That\u2019s disingenuous.\u201d <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The only proposal to increase city funding for the school district on the table right now <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2026\/04\/15\/mayor-parker-says-proposed-uber-tax-would-prevent-teacher-cuts\/\" rel=\"nofollow noopener\" target=\"_blank\">is Mayor Cherelle Parker\u2019s $1 rideshare tax<\/a>, which at least one councilmember has said is \u201cdead on arrival\u201d if the closure plan moves forward as written. That proposal would provide an estimated $54 million to offset 340 planned staff cuts \u2014 a drop in the bucket for a district facing a $300 million deficit and which has been chronically underfunded by some $1.8 billion annually, <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2023\/2\/7\/23590018\/pennsylvania-school-funding-court-unconstitutional-equity-property-values-student-opportunities\/\" rel=\"nofollow noopener\" target=\"_blank\">according to a Commonwealth Court judge<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Members spent Tuesday and Wednesday questioning and excoriating Watlington, Streater, and the city\u2019s Chief Education Officer Debora Carrera. But when it comes to voting to send the district money, \u201cwe always come through,\u201d Councilmember Cindy Bass said at Wednesday\u2019s budget hearing.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">At that same hearing, Parker called for unity but did not back down from her tax proposal that has become increasingly unpopular at the City Council.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cI know it\u2019s good theater for people to see what they consider to be our going to war, the administration, versus the council, the legislative branch versus the executive branch in opposition, with the school board in opposition with the school superintendent,\u201d Parker said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">For many elected leaders, the issue might be a defining feature of their time in office. Their speeches over the last few months at rallies to keep schools from closing may help them get attention from families and latch onto a cause that\u2019s <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2026\/04\/03\/students-fight-to-keep-their-schools-from-closing\/\" rel=\"nofollow noopener\" target=\"_blank\">spurring civic engagement across the city<\/a>. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Parker, who appointed all of the board members, is up for reelection in 2027. All 17 City Councilmembers <a href=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/city-council-members-reelection-20251216.html\" rel=\"nofollow noopener\" target=\"_blank\">have indicated they intend to seek reelection<\/a> in 2027, and this year, <a href=\"https:\/\/www.spotlightpa.org\/news\/2026\/04\/pennsylvania-election-2026-legislative-house-senate-races-candidate-vetting-guide-capitol\/\" rel=\"nofollow noopener\" target=\"_blank\">every member of the state House of Representatives<\/a> is on the ballot. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cAs we go through budget season in the Commonwealth of Pennsylvania, we will remember that vote on Thursday,\u201d state Rep. Morgan Cephas, a Democrat, warned board members at a Tuesday rally to keep Lankenau Environmental Science High School open. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Still, no City Councilmember has put forth a plan to help the district close its budget deficit or allocate more money to prevent closures.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cIt\u2019s complex for y\u2019all. It\u2019s complex for us. We\u2019re trying to work as a partnership, and everybody\u2019s gotta do a little bit of give and take,\u201d Council President Kenyatta Johnson said Wednesday. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Education advocates say councilmembers could draw on the city\u2019s budget surplus, shift the amount of tax revenue set aside for the district, or adjust the split of the city\u2019s soda tax revenue to send more money to schools, for example. Thomas told Chalkbeat Wednesday he won\u2019t entertain alternatives until they reach common ground with the facilities plan.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">But holding up all city funding for the district appears unlikely.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Bass said Wednesday that not one councilmember \u201chas taken a single vote against any level of funding\u201d for the district in the past. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Thomas said if the board moves forward with a vote on the closure plan Thursday, he\u2019s prepared to consider \u201cplenty of options.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Chalkbeat reporter Rebecca Redelmeier contributed to this story.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Carly Sitrin is the bureau chief for Chalkbeat Philadelphia.
