The fight over Philadelphia<\/a>‘s proposed 2027 budget led to some heated moments on Tuesday, April 21. Tensions flared during the Philadelphia City Council’s Committee of the Whole hearing, which included discussion of the proposed new tax on rideshare trips.<\/p>\n

During a public comment period, residents were invited to discuss the new taxes proposed in Mayor Cherelle Parker’s next year’s budget plan. These include a $1 tax on rideshare trips that originate in Philly, a new tax on cell towers, and a tax on retail deliveries,\u00a0according to an NBC10 Philadelphia report<\/a>.<\/p>\n

The rideshare tax is drawing the most derision, with Uber and Lyft speaking out against the plan. Lyft has launched an online petition<\/a> urging the council to vote down the rideshare tax, arguing it would disproportionately affect low-income communities. Uber encouraged riders to attend Tuesday’s hearing. The rideshare operator stressed the potential real-world impact on riders and drivers, including tens of thousands of drivers losing earnings.<\/p>\n

“Uber is focused on amplifying the voices of the hundreds of thousands of weekly riders who rely on Uber for transportation to work, medical care, and school, and the over 30,000 drivers who rely on Uber to earn flexible income, ensuring policymakers understand the real-world consequences of this proposal,” an Uber spokesperson wrote in a statement shared with NBC10 Philadelphia on Monday, April 20.<\/p>\n

According to Uber, 60% of its trips begin or end in low-income neighborhoods, and the tax could cut drivers’ aggregate earnings by millions of dollars.<\/p>\n

Parker has argued that the tax would generate approximately $48 million in new recurring revenue. When added to $2.4 million from an existing real estate tax, the total would be approximately $50.4 million for the Philadelphia School District.<\/p>\n

“How am I supposed to look my neighbors in the face and tell them that I’m going to hit them with another tax?” Councilmember Jim Harrity asked during the hearing, according to NBC10.<\/p>\n
