The legislation will go into effect 60 days after becoming law.\n<\/p>\n<p>The mood was celebratory Thursday, with people packing Council Chambers. Supporters and members of immigrant rights organizations greeted council members as they filed into the meeting with chants of \u201cOle, ole, ole, ole, vote yes today,\u201d holding signs in support of the ICE Out legislation and the <a href=\"https:\/\/whyy.org\/articles\/philadelphia-renter-protection-bills-city-council\/\" rel=\"nofollow noopener\" target=\"_blank\">Safe Healthy Homes Act<\/a>.\n<\/p>\n<p>\u201cIt\u2019s been like a really exciting campaign to be able to come together as a community and see that we can actually win when we organize,\u201d said Blanca Pacheco, co-director of New Sanctuary Movement, an interfaith immigrant advocacy organization.\n<\/p>\n<p>She said she and other organizers and advocates will now focus on what the laws will look like on the ground.\n<\/p>\n<p>\u201cThe next step is to make sure that we have a clear implementation and to continue working with the city to make sure that it\u2019s actually implemented,\u201d she said.\n  <\/p>\n<p>Although some people criticized the legislation during the public comment section, the majority of speakers who commented on the \u201cICE Out\u201d bills spoke in support..\n<\/p>\n<p>Mar\u00eda Serna spoke in Spanish during the public comment section. She said the issue was \u201cpersonal\u201d to her because she is an immigrant from Colombia and her husband was deported.\n<\/p>\n<p>\u201cMuchas personas inmigrantes queremos lo mismo: respeto, identidad, seguridad y la libertad de vivir en paz con nuestras familias, trabajar, criar a nuestros hijos y poner pan en nuestra mesa sin vivir con miedo\u201d, dijo ella. \u201cEso no es pedir demasiado\u201d.\u00a0\n<\/p>\n<p>\u201cMany immigrants want the same thing: respect, identity, security and the freedom to live in peace with our families, work, raise our children and put bread on our table without living in fear,\u201d she said. \u201cThat\u2019s not asking too much.\u201d\n<\/p>\n<p>Landau said that council members are continuing to have conversations with the Parker administration.\n<\/p>\n<p>\u201cWe were pleased to hear that they have some policies that they are introducing now and starting to train their staff on and it\u2019s going to be an ongoing process,\u201d she told WHYY News, noting that the bills will go into effect 60 days after they become law.\n<\/p>\n<p>Philadelphia now joins other <a href=\"https:\/\/penncapital-star.com\/civil-rights-social-justice\/cities-and-counties-across-pennsylvania-are-passing-legislation-for-when-ice-comes-to-town\/\" rel=\"nofollow noopener\" target=\"_blank\">counties and municipalities throughout Pennsylvania<\/a>, including <a href=\"https:\/\/penncapital-star.com\/government-politics\/allentown-adopts-policy-of-non-collaboration-with-ice-as-part-of-welcoming-city-movement\/#:~:text=Allentown%20adopts%20policy%20of,several%20council%20members%20in%20opposition.\" rel=\"nofollow noopener\" target=\"_blank\">Allentown<\/a>, <a href=\"https:\/\/www.spotlightpa.org\/berks\/2025\/10\/reading-welcoming-city-ordinance-immigrant-protection-local-government\/\" rel=\"nofollow noopener\" target=\"_blank\">Reading<\/a> and <a href=\"https:\/\/whyy.org\/articles\/montgomery-county-ice-civil-immigration-enforcement\/\" rel=\"nofollow noopener\" target=\"_blank\">neighboring Montgomery County<\/a>, in passing legislation restricting cooperation with ICE, except in cases of obligations under federal law.\n<\/p>\n<p>Most <a href=\"https:\/\/whyy.org\/articles\/montgomery-county-pa-immigration-policy-ice\/\" rel=\"nofollow noopener\" target=\"_blank\">\u201cwelcoming\u201d ordinances<\/a> or policies bar cooperation with ICE absent a judicial warrant and prohibit law enforcement agencies from honoring ICE administrative detainers.\n<\/p>\n<p>As is the case with Philadelphia\u2019s measures, many such policies restrict local government agencies and law enforcement from collecting information regarding a person\u2019s immigration status unless required by law, as well as prohibit leasing municipal property to ICE.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-739305\" src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/04\/ice-out-vote-e-neil-2026-04-23-6-1024x683.jpg\" alt=\"Activists hold up signs in council chambers that say 'ICE Out'\" width=\"640\" height=\"427\"  \/>Supporters of Philadelphia City Council\u2019s \u201cICE Out\u201d legislative package celebrated at City Hall during the final vote on Thursday, April 23, 2026.
