Second St. \u2014 to cease operations on April 6 for failing to obtain a food license, department spokesperson Kandyce Stukes confirmed via email. That order still remains active, she said.<\/p>\n<p class=\"inq-p text-primary  \"> According to a search of L&amp;I records by an Inquirer reporter, Roxanne has never had a food preparation and serving license since Holt started offering her genre-bending six-course tasting menu of <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.instagram.com\/p\/DBzPtVRJS7O\/?img_index=1\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.instagram.com\/p\/DBzPtVRJS7O\/?img_index=1\">raw cheesesteaks,<\/a> <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.instagram.com\/p\/DUTTY0LDfPC\/?img_index=1\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.instagram.com\/p\/DUTTY0LDfPC\/?img_index=1\">dessert burgers<\/a>, and <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.instagram.com\/p\/DJ9sBXSR9WJ\/?img_index=1\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.instagram.com\/p\/DJ9sBXSR9WJ\/?img_index=1\">pastries-as-political-commentary<\/a> in Queen Village in <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/food\/restaurants\/new-roxanne-opening-alex-holt-20241227.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/food\/restaurants\/new-roxanne-opening-alex-holt-20241227.html\">December 2024<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">A search of Department of Public Health records also revealed Roxanne never received a health inspection in the 14 months it operated at 607 S. Second St.<\/p>\n<p class=\"inq-p text-primary  \">\u201cRoxanne did not ever submit a plan review application as part of <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.phila.gov\/services\/permits-violations-licenses\/get-a-license\/business-licenses\/food-businesses\/apply-for-a-plan-review-for-a-stationary-food-business\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.phila.gov\/services\/permits-violations-licenses\/get-a-license\/business-licenses\/food-businesses\/apply-for-a-plan-review-for-a-stationary-food-business\/\">[the] new stationary food business process<\/a>. As such, Roxanne also never had a valid Food Preparation and Service License from L&amp;I,&#8221; Department of Public Health spokesperson James Garrow told The Inquirer over email. \u201cRoxanne\u2019s was never inspected [by the health department] because it was never legally operating\u201d in Queen Village.<\/p>\n<p class=\"inq-p text-primary  \">Holt, a Culinary Institute of America-trained pastry chef who previously worked at the two Michelin-starred restaurant Olivo in Germany, opened the first version of Roxanne at 912 Christian St. <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/food\/new-restaurants-philadephia-enzos-roxanne-20220919.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/food\/new-restaurants-philadephia-enzos-roxanne-20220919.html\">in September 2022<\/a>, using an eight-course tasting menu to convey her feelings about the world using complex amalgamations of pastries, sauces, and deli meats. <\/p>\n<p class=\"inq-p text-primary  \">According to a search of L&amp;I records, Roxanne also did not have a <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/atlas.phila.gov\/912%20CHRISTIAN%20ST\/li\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/atlas.phila.gov\/912%20CHRISTIAN%20ST\/li\">food license registered at 912 Christian St<\/a>. A search of Department of Public Health records also did not turn up a health inspection.<\/p>\n<p class=\"inq-p text-primary  \">Roxanne landed a spot on Esquire\u2019s list of the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.esquire.com\/food-drink\/restaurants\/a41788671\/best-new-restaurants-in-america-2022\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.esquire.com\/food-drink\/restaurants\/a41788671\/best-new-restaurants-in-america-2022\/\">Best New Restaurants in America in 2022<\/a>. The restaurant would hit its stride two years later, when Holt moved Roxanne from Bella Vista to its current 2,600-square-foot Queen Village location, the previous home of Queen &amp; Rook game cafe. <\/p>\n<p class=\"inq-p text-primary  \">Holt used the move to <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/food\/craig-laban\/roxanne-review-alexandra-holt-queen-village-20250507.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/food\/craig-laban\/roxanne-review-alexandra-holt-queen-village-20250507.html\">pare down the tasting menu and refine her cooking<\/a>, a move that landed Roxanne a spot on The Inquirer\u2019s <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/food\/inq2\/best-restaurants-philadelphia-2025-20251015.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/food\/inq2\/best-restaurants-philadelphia-2025-20251015.html\">The 76<\/a>, a <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/food\/craig-laban\/roxanne-review-alexandra-holt-queen-village-20250507.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/food\/craig-laban\/roxanne-review-alexandra-holt-queen-village-20250507.html\">rave review from critic Craig LaBan<\/a>, and, most recently, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/food\/michelin-star-recommended-bib-meaning-restaurants-20251119.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/food\/michelin-star-recommended-bib-meaning-restaurants-20251119.html\">one of 21 recommendations<\/a> in the Michelin Guide\u2019s first trip to Philly.<\/p>\n<p class=\"inq-p text-primary  \">Different from a coveted Michelin star, a recommendation from the storied gastronomic travel guide is a sign that a restaurant is serving good food \u201cwith quality ingredients that are well cooked,\u201d <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/guide.michelin.com\/us\/en\/article\/features\/what-it-means-to-be-a-michelin-recommended-restaurant\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/guide.michelin.com\/us\/en\/article\/features\/what-it-means-to-be-a-michelin-recommended-restaurant\">according to the Michelin website<\/a>. In the gastronomy world, the recommendation is often regarded as <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/food\/michelin-star-recommended-bib-meaning-restaurants-20251119.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/food\/michelin-star-recommended-bib-meaning-restaurants-20251119.html\">a stepping stone<\/a> to a potential Michelin star. <\/p>\n<p class=\"inq-p text-primary  \">\u201cRestaurants could learn a thing or two from this eccentric spot in Old Town [sic],\u201d <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/web.archive.org\/web\/20260107142533\/https:\/\/guide.michelin.com\/us\/en\/pennsylvania\/philadelphia_2942787\/restaurant\/roxanne\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/web.archive.org\/web\/20260107142533\/https:\/\/guide.michelin.com\/us\/en\/pennsylvania\/philadelphia_2942787\/restaurant\/roxanne\">reads Michelin\u2019s praise of Roxanne<\/a>. \u201cChef Alexandra Holt just wants to cook \u2014 and cook she can.&#8221;<\/p>\n<p>Licenses and inspections<\/p>\n<p class=\"inq-p text-primary  \">Opening a restaurant in Philadelphia often involves navigating a <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/ij.org\/wp-content\/uploads\/2024\/07\/2024-Cities-Work-Philadelphia-Restaurant-Flow-Chart.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/ij.org\/wp-content\/uploads\/2024\/07\/2024-Cities-Work-Philadelphia-Restaurant-Flow-Chart.pdf\">complex web of approval processes<\/a> from different city departments. Openings can face lengthy delays if an establishment needs, for example, a zoning variance, a <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/food\/city-council-outdoor-seating-permit-process-20251120.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/food\/city-council-outdoor-seating-permit-process-20251120.html\">sidewalk cafe<\/a>, or extensive renovations. On average, restaurant owners must work with 10 city and state agencies before they\u2019re allowed to open, according to research <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/ij.org\/report\/barriers-to-business\/city-profile\/philadelphia\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/ij.org\/report\/barriers-to-business\/city-profile\/philadelphia\/\">from the Institute for Justice<\/a>, a public interest law firm.<\/p>\n<p class=\"inq-p text-primary  \">And yet, according to the Institute for Justice, nearly every restaurant in Philadelphia must take the same three steps before it opens. Once a restaurant finishes construction, its owner must submit a <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.phila.gov\/services\/permits-violations-licenses\/get-a-license\/business-licenses\/food-businesses\/apply-for-a-plan-review-for-a-stationary-food-business\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.phila.gov\/services\/permits-violations-licenses\/get-a-license\/business-licenses\/food-businesses\/apply-for-a-plan-review-for-a-stationary-food-business\/\">license plan of review to the health department<\/a> that details operating procedures. From there, an initial health inspection is conducted, and if approved, a restaurant can obtain the required food preparation and serving license after paying a <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.phila.gov\/services\/permits-violations-licenses\/get-a-license\/business-licenses\/food-businesses\/get-a-food-preparation-and-serving-license\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.phila.gov\/services\/permits-violations-licenses\/get-a-license\/business-licenses\/food-businesses\/get-a-food-preparation-and-serving-license\/\">$299 or $415 fee<\/a>, depending on its size.<\/p>\n<p class=\"inq-p text-primary  \">The whole process can take up to four to six weeks, food safety experts say. Licenses are renewed annually.<\/p>\n<p class=\"inq-p text-primary  \">Roxanne \u201cdid not submit the standardized, required documentation and did not receive Health Department approval to operate\u201d at 607 S. Second St., wrote Garrow.<\/p>\n<p>\u2018All mistakes are definitely my mistakes\u2019<\/p>\n<p class=\"inq-p text-primary  \">On Wednesday morning, the striped cease-operations order on Roxanne\u2019s door had been pasted over with pink construction paper and blue painter\u2019s tape \u2014 an act that is against <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/codelibrary.amlegal.com\/codes\/philadelphia\/latest\/philadelphia_pa\/0-0-0-268607\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/codelibrary.amlegal.com\/codes\/philadelphia\/latest\/philadelphia_pa\/0-0-0-268607\">the law in Philadelphia<\/a> and <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/codelibrary.amlegal.com\/codes\/philadelphia\/latest\/philadelphia_pa\/0-0-0-272676\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/codelibrary.amlegal.com\/codes\/philadelphia\/latest\/philadelphia_pa\/0-0-0-272676\">can result in arrest<\/a>. That obfuscation, Holt told The Inquirer, wasn\u2019t her doing. It is unclear how the notice came to be covered.<\/p>\n<p class=\"inq-p text-primary  \">Though she never made a formal announcement, Holt \u2014 who works alone in the kitchen with three front-of-house employees \u2014 told The Inquirer that she temporarily closed Roxanne at the end of February due to health issues and has only been at the property intermittently since. Reservations are currently unavailable <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/resy.com\/cities\/philadelphia-pa\/venues\/roxanne\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/resy.com\/cities\/philadelphia-pa\/venues\/roxanne\">on Resy<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">\u201cMy health had deteriorated quite a bit and I just wasn\u2019t able to put in the hours needed,\u201d Holt said.<\/p>\n<p class=\"inq-p text-primary  \">Holt told The Inquirer that she was blindsided by the cease- operations notice, which came more than a month after Roxanne closed. The restaurant has always had the appropriate licenses to operate, she said.<\/p>\n<p class=\"inq-p text-primary  \">\u201cI have two pieces of paper hanging on the wall, well, three,\u201d said Holt. She declined repeated requests by The Inquirer for documentation of those pieces of paper.<\/p>\n<p class=\"inq-p text-primary  \">The restaurant also carries \u201ccocktails, beer, and PA wines,\u201d according to its <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/roxannephilly.com\/faq\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/roxannephilly.com\/faq\">website<\/a>. A search of Pennsylvania Liquor Control Board records did not return a liquor license for Roxanne at 607 S. Second St. Some restaurants are permitted to serve alcohol through partnerships with in-state wineries, breweries, or distilleries. <\/p>\n<p class=\"inq-p text-primary  \">\u201cThe PLCB\u2019s review of its records did not immediately reveal an apparent connection between any licensee\u201d and Roxanne, a spokesperson for the PLCB told The Inquirer via email Wednesday. <\/p>\n<p class=\"inq-p text-primary  \">That same day, Roxanne\u2019s alcoholic drinks menu disappeared from its website.<\/p>\n<p class=\"inq-p text-primary  \">Holt said she is working on rectifying the licensing issues and hopes to reopen Roxanne by May 20. Holt said she is \u201cscared\u201d and \u201cpanicked\u201d over the situation.<\/p>\n<p class=\"inq-p text-primary  \">\u201cI operate with a really small team, so all mistakes are definitely my mistakes,\u201d Holt said, choking up. \u201cI\u2019m not the best at this [business] stuff.\u201d<\/p>\n<p>Over a year off-the-books<\/p>\n<p class=\"inq-p text-primary  \">Why did it take over a year for the City of Philadelphia to discover that one of its fastest-rising culinary stars was apparently operating a restaurant illegally? <\/p>\n<p class=\"inq-p text-primary  \">Because in order to shut down a restaurant, city inspectors must first observe it operating illegally. <\/p>\n<p class=\"inq-p text-primary  \">L&amp;I \u201cis not notified every time a business opens in the City,\u201d Stukes, the spokesperson, said. The department \u201chas taken strides to be more proactive &#8230;  but to be informed on every business as soon as it opens, especially if that business fails to obtain proper licensure, is an arduous task,\u201d said Stukes.<\/p>\n<p class=\"inq-p text-primary  \">The Department of Public Health returned a similar explanation. <\/p>\n<p class=\"inq-p text-primary  \">\u201cHealth Department inspectors can only inspect a business if they see it open and operating. That process has nothing to do with what\u2019s happening in the press,\u201d Garrow said.<\/p>\n<p class=\"inq-p text-primary  \">\u201cIt is important to note that virtually all restaurateurs understand the need for working with food inspection regulatory offices, so it is quite rare for a business to so flagrantly flaunt well-established norms in food service,\u201d Garrow said.<\/p>\n<p class=\"inq-p text-primary  \">The health department receives most reports of illegal, unlicensed, or out-of-compliance food businesses through 311 complaints, not proactive monitoring, according to Garrow. He confirmed that a 311 complaint precipitated a visit by L&amp;I inspectors to Roxanne, but did not immediately respond to a request regarding the date and nature of the complaint. <\/p>\n<p class=\"inq-p text-primary  \">L&amp;I inspectors first visited Roxanne on Feb. 1, where they found <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/li.phila.gov\/Property-History\/search\/Violation-Detail?address=607-09%20S%202ND%20ST&amp;Id=CF-2026-009166\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/li.phila.gov\/Property-History\/search\/Violation-Detail?address=607-09%20S%202ND%20ST&amp;Id=CF-2026-009166\">four fire code violations<\/a> and <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/li.phila.gov\/Property-History\/search\/Violation-Detail?address=607-09%20S%202ND%20ST&amp;Id=CF-2026-009159\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/li.phila.gov\/Property-History\/search\/Violation-Detail?address=607-09%20S%202ND%20ST&amp;Id=CF-2026-009159\">no active license<\/a> to operate, according to city records. They returned on March 27  to find the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/li.phila.gov\/Property-History\/search\/Violation-Detail?address=607-09%20S%202ND%20ST&amp;Id=CF-2026-009166\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/li.phila.gov\/Property-History\/search\/Violation-Detail?address=607-09%20S%202ND%20ST&amp;Id=CF-2026-009166\">fire code violations rectified<\/a>, but the business still <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/li.phila.gov\/Property-History\/search\/Violation-Detail?address=607-09%20S%202ND%20ST&amp;Id=CF-2026-009159\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/li.phila.gov\/Property-History\/search\/Violation-Detail?address=607-09%20S%202ND%20ST&amp;Id=CF-2026-009159\">lacked a proper license<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">Roxanne was shut down by the city nine days later. No fines have been issued at this time, Stukes said. <\/p>\n<p class=\"inq-p text-primary  \">Still, Holt is concerned about what this situation means for the future.<\/p>\n<p class=\"inq-p text-primary  \">\u201cI feel so bad.
