Philadelphia Innovation & Technology PAC is excited to launch its advocacy platform with a simple but powerful invitation to Philadelphia City Council and the Mayor\u2019s Office:<\/p>\n

Let\u2019s build a dedicated City Innovation Office together. A permanent, funded home inside city government where Philadelphia\u2019s startup community finally gets the focus it deserves.<\/p>\n

Philadelphia already has a lot to be proud of. Startup Genome recently ranked the region No. 13 globally<\/a> in startup ecosystem strength, with an ecosystem valued at $76 billion. And last year, the region saw about $3.8 billion in venture capital<\/a> across 470 deals, according to PACT and PitchBook data. That is a remarkable foundation.<\/p>\n

While our city has the people, the universities and the energy to help startups thrive, we still do not have a dedicated office, staff or budget focused on helping them grow here.<\/p>\n

Some peer cities have not waited.<\/p>\n

Miami established Venture Miami initiative<\/a> in 2020 and last year evolved it into the city Department of Economic Innovation & Development<\/a>, giving founders and the startup ecosystem a direct connection into city government. Atlanta\u2019s Invest Atlanta<\/a>, the city\u2019s official economic development agency, offers startup- and scaleup-focused support, programming and business assistance. Austin has an Innovation Office<\/a> inside city government, and Denver has made innovation and entrepreneurship part of its economic development strategy<\/a>.\u00a0<\/p>\n

These cities decided to show up more intentionally for their founders. Philadelphia should do the same.<\/p>\n

\u201cPhiladelphia has the talent, the grit, and the innovation to be a top-tier startup city, but we need policy and capital to move at the same speed as our founders,\u201d said Erik Caputo, associate VP of strategy at Chubb and PHL Tech PAC advisor. \u201cIt\u2019s a critical step in aligning our ecosystem with the leadership required to turn potential into real, sustained growth.\u201d<\/p>\n

The PAC is not asking the city for a massive check. We are asking for something more intentional: a real commitment to how innovative companies are supported here.<\/p>\n

Philadelphia\u2019s universities produce incredible startup talent, but the region still has work to do to turn that talent into long-term retention. Campus Philly found that 50% of college students graduating from Philly-area institutions stay in the region after graduation<\/a>, with variation across fields \u2014 though computer science and information technology majors have historically been less likely to stay<\/a>. That is not a failure. It is a reminder that talent pipelines need strategy, coordination and follow-through.<\/p>\n

Call to action: Venture Philadelphia<\/p>\n

PHL Tech PAC<\/a> is calling on city officials to create Venture Philadelphia, a new office inside the Commerce Department modeled on the strongest municipal innovation efforts around the country.<\/p>\n

Here is what we envision:<\/p>\n

A full-time director of innovation and entrepreneurship reporting to the Commerce director<\/p>\n

Dedicated staff focused on founder outreach, relocation assistance and ecosystem coordination<\/p>\n

An annual budget to run programming, events and marketing; and formal partnerships with Philadelphia\u2019s universities, accelerators and VC community<\/p>\n

The timing could not be better. In 2026, Philadelphia will host FIFA World Cup matches this summer, and Pennsylvania officials say the tournament is expected to bring more than 500,000 visitors to the commonwealth<\/a>. The US Semiquincentennial, the nation\u2019s 250th birthday, will put Philadelphia on the global stage for months.<\/p>\n

This is a generational opportunity to show the world what our city is building. Right now, no startup showcase appears to be planned for either event. We think that should change.<\/p>\n

At the same time, we are asking founders to build here while navigating a tax structure that many see as unusually complicated. Philadelphia businesses can face the Business Income and Receipts Tax, the wage tax, and, for many unincorporated businesses, the Net Profits Tax<\/a>. Philadelphia\u2019s two-pronged BIRT is unusual<\/a> among major US cities, as Pew reported in 2024, and tax burdens differ widely by size and sector. We are not going to solve all of that overnight, but a dedicated innovation office is a real, concrete step in the right direction.<\/p>\n

Philadelphia\u2019s founders are building incredible things every day without the kind of clear municipal support their peers can point to elsewhere. They deserve better, and we believe City Hall wants to deliver better.<\/p>\n

Let\u2019s build Venture Philadelphia together. <\/p>\n
