EXETER TWP., Pa. \u2013 The Exeter Township Board of Supervisors met its new auditing firm Monday night as the township awaits the final version of its 2024 audit.<\/p>\n
Jeffrey Kowalczyk of Barbacane, Thornton & Co., from Wilmington, Delaware, said the firm was founded in 1978 and works throughout southeast Pennsylvania. Unlike many other CPA firms, Kowalczyk pointed out that his firm focuses solely on auditing municipal governments, school districts and nonprofit organizations.<\/p>\n
\u201cOur audit approach is three-pronged,\u201d he said. The first thing the firm does is come in and learn the internal control processes of the client. \u201cBased on the internal control processes, we develop a series of tests,\u201d Kowalczyk explained. \u201cSome are transactional tests, some are analytical tests \u2014 all for the purpose of determining that the financial statements and underlying data are fairly presented.\u201d<\/p>\n
He explained that because the township is still awaiting its 2024 audit, Barbacane is unable to plug in the opening balances for 2025. Once those numbers are available, Kowalczyk estimated that it will take six weeks to produce a preliminary draft for 2025.<\/p>\n
At the April 13 supervisors\u2019 meeting, township manager William Heim reported that the township has finally received the 2024 financial audit. However, he said it is currently in draft form and still pending quality assurance and quality control review. He noted that, based on prior experience, the final audit may take several months to be completed.<\/p>\n
Sewer planning module<\/p>\n
The supervisors approved a resolution for a sewer planning module for 11 Golfview Lane. It was noted that the board has approved several of these modules in the recent past, and Pennsylvania American Water is currently under a corrective action order from the Department of Environmental Protection. During this action, all connections to the public sewer system must be accompanied by a planning module and approved by the township, no matter how big or small. In this case, the module is for a single-family home being built in the Country Club Estates subdivision.<\/p>\n
Volunteer firefighter tax reimbursement<\/p>\n
The Exeter Township Volunteer Fire Department Tax Credit Program List was approved. The list consists of 24 volunteer firefighters who are eligible under the Volunteer Service Credit Program to receive reimbursement of Earned Income Tax and Township Real Estate Taxes paid for year 2025.<\/p>\n
Township vehicles<\/p>\n
At the request of Larry Piersol, public works director, the supervisors voted to authorize the sale of a 2004 Ford Explorer currently assigned to the Parks Department. Due to its age and condition, the vehicle is experiencing significant rusting and is no longer considered reliable for continued service.<\/p>\n
Public Works also received authorization to scrap a 2017 Ford Explorer originally used by the police department. This vehicle has been out of service and previously used for parts to maintain the fleet. It is no longer viable as a source of usable parts.<\/p>\n
Police report<\/p>\n
The police report for April, containing March statistics, was delivered by Police Chief Steve Powell. Among the highlights: 2,424 total Incidents; 24 retail thefts; 19 fraud related; 11 disorderly conduct; and 69 total arrests.<\/p>\n
There were 719 traffic citations issued and 505 traffic-related incidents as well as six DUI citations.
