That means the program must grow significantly before it will be able to sustain itself.

Despite the challenges, Rye said the nine-member volunteer authority remains committed and optimistic.

“I think we’re pursuing this very aggressively,” he said. “There’s a lot of community enthusiasm for this.”

Rye provided a refresher on the program, describing it as a very big undertaking that is still in the foundational phase.

Reading’s CRIZ designation, approved by the state in late 2024, allows the city to capture and reinvest certain tax revenues generated within a defined zone or zones to fund redevelopment projects there.

Roughly 128 acres in Reading, including about 300 properties and 400 businesses, fall within the designated areas.

The designation lasts up to 30 years, Rye said, noting the program is designed as a long-term economic development tool.

The first year was largely devoted to building the administrative structure needed to operate the program, including hiring consultants, establishing compliance systems and providing businesses with support for the first required tax filings, Rye said.

All property owners and businesses operating in the zone need to complete an annual tax filing, he explained, noting the process is used to establish a baseline for future growth.

The first year yielded about 70% compliance for local filings and 60% for state filings, Rye said. The authority aims to increase compliance to about 85% this year, he said, with a long-term goal of approaching the 95% range seen in established CRIZ cities, he said.

Those filings are central to how the program works, Rye said.

Taxes generated above the baseline, primarily sales, income and corporate taxes, are partially redirected back to the authority to support redevelopment projects, he explained.

“It sort of builds upon itself over time,” he said.

However, significant financial returns are still years away, Rye noted.

The city may see $50,000 to $100,000 in initial revenue this year, driven largely by organic growth rather than CRIZ-supported projects, he said.

The long-term goal is to reach up to $15 million annually, he said, though that would require sustained development over many years.

The program is designed to prioritize developments that generate taxable activity, such as retail, restaurants and hotels, which produce the sales and income taxes that fuel CRIZ revenue.

That means residential projects alone are not likely to benefit, he said, noting that mixed-use projects with commercial components are better suited to the program.

Rye said the authority is exploring adjustments to the CRIZ boundary map, including potentially adding key sites such as the Fifth and Penn area, to accommodate emerging development.

Council members thanked Rye and the authority for their work in launching what they called a complex, long-term initiative.

Early progress is important, council President Donna Reed said, noting the value of the program is expected to build over time.

“The more catalyst there can be early on to show the worth and the value of it, the better it is,” she said.

Reading’s City Revitalization and Improvement Zone is moving from planning to early implementation, but officials said the economic…

[11
349,857,182,139,28,736,128,130,129,706
post-180325","post","type-post","status-publish","format-standard","has-post-thumbnail","category-reading","tag-berks-county","tag-essential-reading","tag-local-news","tag-news","tag-pennsylvania","tag-reading","tag-reading-city","tag-reading-city-headlines","tag-reading-city-news","tag-top-stories-reg
["GET
