Warren, PA \u2014 Residents at several mobile home parks in Warren County say they are still dealing with ongoing water problems and boil water advisories more than three months after the issues began.<\/p>\n
Residents at Mason\u2019s Mobile City, Riverview and Pleasant Valley say they have been dealing with water they cannot safely use, with some claiming the problems have continued on and off for years.<\/p>\n
\u201cOnce or twice a month we will have disruptions because they have to shut off the whole park to fix the water lines,\u201d one anonymous resident said. \u201cWe have to go down to the creek with buckets just to be able to flush our toilets, it\u2019s incredibly frustrating.\u201d<\/p>\n
Erie News Now has made numerous phone calls and sent multiple emails to property owner Superior Communities seeking answers about the situation. So far, those requests have not been returned.<\/p>\n
The Pennsylvania Department of Environmental Protection (DEP) provided Erie News Now with written statements regarding oversight of the systems and ongoing contamination concerns.<\/p>\n
\u201cPublic water suppliers, defined as the owner or operator of a public water system, are responsible for operation, maintenance, and compliance monitoring of public water systems,\u201d DEP Regional Communications Manager Tom Decker said. \u201cAdditionally, community and non-transient non-community water systems are required to have an appropriately certified operator with the required class and subclasses for the system size and treatment processes. Individuals without an operator certification may utilize Standard Operating Procedures developed by the certified operator to implement process control decisions.\u201d<\/p>\n
Decker also confirmed that arsenic was detected during routine monitoring at Mason\u2019s Mobile City.<\/p>\n
\u201cArsenic was detected during routine monitoring in both untreated and treated water at Mason\u2019s Mobile City public water system,\u201d Decker said. \u201cThe facility had previously installed permitted arsenic removal treatment for the portion of the system served by Water Treatment Plant 301 (the \u2018north\u2019 portion). A Tier 1 Public Notice in the form of a \u2018Do Not Drink\u2019 advisory was issued to customers of that portion of the system due to the treatment having been bypassed.\u201d<\/p>\n
According to the DEP, long-term exposure to arsenic above the Maximum Contaminant Level could lead to serious health concerns. \u201cSome people who drink water containing arsenic that is above the Maximum Contaminant Level over many years could experience skin damage or problems with their circulatory system, and may have an increased risk of getting cancer,\u201d Decker said.<\/p>\n
The DEP also warned that boiling the water in certain portions of the system could increase contaminant levels.<\/p>\n
\u201cCustomers in the portion of the system served by Water Treatment Plant 301 (the \u2018north\u2019 portion) should continue adhering to the \u2018Do Not Drink\u2019 advisory until a Problem Corrected Notice is issued,\u201d Decker said. \u201cFor these customers, boiling the water will concentrate the levels of inorganic contaminants that may be present.\u201d<\/p>\n
Decker said customers in the portion of the system served by Water Treatment Plant 302, identified as the \u201csouth\u201d portion, should continue following the boil water advisory due to concerns over adequate disinfection for microbial contaminants. \u201cThe April 7, 2026, Administrative Order requires Mason\u2019s MHP LLC to provide bottled water to all customers upon request regardless of the portion of the system that supplies water,\u201d Decker said.<\/p>\n
Residents say the ongoing issues have caused frustration and uncertainty as they continue waiting for long-term solutions and consistent access to safe drinking water.<\/p>\n
\u201cIt is my understanding that the United States allows a certain percentage of arsenic in drinking water, but when you boil water with arsenic in it, it basically doubles the potency of it,\u201d another anonymous resident said. \u201cSo the boil water notice isn\u2019t helping us, it\u2019s making it worse.\u201d<\/p>\n
DEP officials said the advisories will remain in place until the systems meet state requirements.<\/p>\n
