If\u00a0there\u2019s\u00a0anywhere that has captured the American mood in the past 20 years,\u00a0it\u2019s\u00a0Erie, Pennsylvania.\u00a0And\u00a0Erie\u2019s significance is bigger than its size.\u00a0<\/p>\n
It\u2019s\u00a0a Rust Belt, Great Lakes, working-class swing community in the state\u2019s far northwest. And Erie County has become a useful shorthand for the kind of voter coalition that decides Pennsylvania.\u00a0\u00a0<\/p>\n
It’s\u00a0best understood as two Eries:\u00a0the city\u00a0and the wider county. The city of Erie is smaller, poorer, denser and more diverse. Erie County is larger, older, whiter and more suburban and rural.\u00a0<\/p>\n
That city-county contrast is the heart of Erie\u2019s importance: a diverse, Democratic-leaning urban core sits inside a whiter, older, more conservative county electorate.\u00a0<\/p>\n
Add the area\u2019s manufacturing legacy, population loss, and economic insecurity, and Erie becomes a compact version of the political tensions that shape\u00a0Pennsylvania\u2014and, in close elections, the presidency.\u00a0<\/p>\n
The last five presidential cycles show a county that followed Barack Obama, Donald Trump, Joe\u00a0Biden\u00a0and Trump again.\u00a0It\u2019s\u00a0a swing county\u00a0in\u00a0a swing state.\u00a0<\/p>\n
At this point,\u00a0you\u2019re\u00a0probably asking:\u00a0what\u2019s\u00a0all this got to do with Taiwan?\u00a0\u00a0<\/p>\n
Well,\u00a0Erie\u00a0may\u00a0sit\u00a0far from the Taiwan Strait, but it\u00a0is right in the heart of\u00a0the political permission-giving\u00a0any\u00a0American\u00a0president would need if a China crisis became a shooting war\u00a0to\u00a0determine\u00a0the island\u2019s\u00a0future.\u00a0\u00a0<\/p>\n
If the fate of Taiwan comes down to a fight against China, the\u00a0self-governing\u00a0island\u00a0democracy\u00a0will\u00a0almost certainly\u00a0need the U.S. to come to its\u00a0defense\u00a0for\u00a0Taipei\u00a0to triumph.\u00a0It may be long war, one that would require the buy-in of the American people.\u00a0<\/p>\n
At Beijing\u2019s Great Hall of the People on Thursday,\u00a0Chinese President\u00a0Xi Jinping\u00a0told Trump<\/a>\u00a0directly that \u201c\u2018Taiwan independence\u2019 and cross-Strait peace are as irreconcilable as fire and water,\u201d and warned of conflict if the issue is mishandled.\u00a0<\/p>\n Secretary of State Marco Rubio later underlined that the U.S. position on Taiwan is “unchanged.<\/a>”\u00a0What was left unsaid is that Washington can move carriers faster than it can move its population toward consent.\u00a0<\/p>\n As things stand,\u00a0it\u2019s\u00a0not clear\u00a0they\u2019d\u00a0have the latter in a Taiwan crisis.\u00a0U.S. political leadership has some convincing to do before then.\u00a0<\/p>\n Erie Is the Real War Room<\/p>\n The Taiwan debate is\u00a0dominated by the language of geopolitical think tanks, who speak of deterrence, force posture and \u201cstrategic\u00a0ambiguity\u201d.\u00a0<\/p>\n But\u00a0the voters who would sustain or punish a war effort live in places\u00a0like Erie County\u00a0where prices,\u00a0jobs\u00a0and distrust of foreign entanglements shape politics.\u00a0<\/p>\n It\u2019s\u00a0why they\u00a0elected\u00a0\u201cAmerica First\u201d Trump, and why they are now bemused at the economic fallout from his war in Iran, the kind of conflict they were told belonged to the country\u2019s past.\u00a0<\/p>\n Erie has behaved like a national pressure gauge\u00a0in recent elections.\u00a0<\/p>\n No county has a veto over U.S. foreign policy,\u00a0of course,\u00a0but a case that cannot\u00a0win over\u00a0Erie\u2019s\u00a0skepticism\u00a0would have trouble surviving the wider electorate, especially when\u00a0Americans\u00a0are\u00a0wary of direct military confrontation with Beijing.\u00a0<\/p>\n The strategic community often treats public opinion as background\u00a0noise,\u00a0and\u00a0it sees\u00a0the arguments\u00a0for defending Taiwan as self-evident conventional wisdom\u00a0to which\u00a0the vast majority of\u00a0Americans subscribe.\u00a0<\/p>\n Beijing\u2019s pressure campaign, however,\u00a0understands that\u00a0American hesitation\u00a0is part of the battlefield\u00a0calculation, according to the Pentagon\u2019s\u00a0China report<\/a>.\u00a0\u00a0<\/p>\n Erie is where abstraction becomes a bill, a casualty notice, a factory order, a party\u00a0switch\u00a0or a vote against whoever\u00a0failed to\u00a0explain\u2014the stakes\u00a0for everyday Americans who\u00a0aren\u2019t\u00a0deep into the strategic wonkery.\u00a0<\/p>\n Reluctance in the polling cuts across a policy of strategic ambiguity when you live in a democracy.\u00a0The people are a hard brake on leaders and lawmakers.\u00a0\u00a0<\/p>\n Polls Are a Warning,\u00a0Not\u00a0a Mandate<\/p>\n Americans\u00a0aren\u2019t\u00a0dismissive of Taiwan\u2019s plight. In fact,\u00a0they\u2019re\u00a0pretty sympathetic.\u00a0<\/p>\n But they\u00a0are more willing to help Taiwan than to fight for it, which is the central polling fact every administration\u00a0has to\u00a0face, according to\u00a0a\u00a0Chicago Council on Global Affairs\u00a0survey<\/a>.\u00a0<\/p>\n The Chicago Council found 77 percent\u00a0favoring\u00a0food and medical aid, 71 percent\u00a0favoring\u00a0sanctions,\u00a0and 63 percent\u00a0favoring\u00a0arms or military supplies if China moved against Taiwan.\u00a0<\/p>\n But\u00a0support for sending U.S. troops stood at 43 percent and opposition at 51 percent, according to the same\u00a0survey.\u00a0<\/p>\n A\u00a0Reuters\/Ipsos poll<\/a>\u00a0found in 2023 that 38 percent supported, and 42 percent opposed, a U.S. troop deployment if China attacked Taiwan.\u00a0<\/p>\n But there are signs of an electorate receptive to the strategic case for defending Taiwan militarily against China, sentiment that has increased as Trump pursued a more confrontational approach with Beijing, primarily via a trade war.\u00a0<\/p>\n The\u00a0Reagan Institute<\/a>\u00a0found\u00a0last year\u00a060 percent\u00a0of Americans\u00a0supporting the commitment of U.S. forces if China invaded Taiwan\u2014and 77 percent saying it was important for the U.S. military to defend Taiwan against Chinese aggression.\u00a0<\/p>\n Americans\u00a0don\u2019t\u00a0instinctively\u00a0oppose Taiwan\u2019s\u00a0defense, despite their deep fatigue with the\u00a0American adventurism of the recent past.\u00a0<\/p>\n But\u00a0support\u00a0for action will\u00a0depend heavily on\u00a0the\u00a0perceived stakes\u00a0for the U.S., as well as a willingness to endure a prolonged and expensive conflict with a risk of catastrophic escalation between two nuclear powers\u2014and any others who decide to join in.\u00a0<\/p>\n The Weapon of Voter Consent<\/p>\n Taiwan is not helpless. U.S. military equipment has flowed for decades to Taiwan, and its army trains relentlessly for the possibility of a Chinese invasion. It could mount a robust\u00a0defense,\u00a0perhaps not\u00a0dissimilar\u00a0to Ukraine\u2019s against Russia.\u00a0<\/p>\n But the military balance has moved\u00a0clearly and\u00a0likely decisively\u00a0in China\u2019s direction. The Pentagon says Beijing is applying near-constant pressure to coerce\u00a0Taiwan toward unification<\/a>.\u00a0<\/p>\n The same Pentagon assessment says China has refined options for a Taiwan campaign, including blockade operations, missile strikes\u00a0and efforts to counter U.S. intervention.\u00a0\u00a0<\/p>\n Chinese leaders are\u00a0probably still\u00a0unsure whether the PLA can seize Taiwan while countering U.S. involvement.\u00a0<\/p>\n A\u00a0Center\u00a0for\u00a0Strategic and\u00a0International\u00a0Studies (CSIS)\u00a0war game\u00a0in 2023<\/a>\u00a0found that Taiwan, the U.S.,\u00a0and Japan defeated a conventional Chinese amphibious invasion in most scenarios, but at enormous cost\u00a0in ships,\u00a0aircraft\u00a0and servicemembers.\u00a0<\/p>\n It\u2019s\u00a0a\u00a0finding\u00a0that\u00a0should sober both\u00a0camps, and it\u00a0doesn\u2019t\u00a0even\u00a0take into account\u00a0stark economic costs.\u00a0Intervention\u00a0by the U.S.\u00a0could change the outcome\u00a0of a China-Taiwan war,\u00a0but\u00a0it could come\u00a0at a\u00a0price severe enough to shred any casual public mandate.\u00a0<\/p>\n Deterrence, therefore, rests\u00a0in no small part\u00a0on whether Beijing believes Washington has the public stamina to act. The\u00a0Chicago survey<\/a>\u00a0especially\u00a0shows that belief cannot be assumed.\u00a0<\/p>\n It needs to be earned before events take over.\u00a0<\/p>\n Deterrence Has a Domestic Front<\/p>\n The strongest case for Taiwan starts with concrete American interests.\u00a0<\/p>\n Taiwan\u00a0counts\u00a0for more than 60 percent of global foundry revenue and more than 90 percent of leading-edge chip manufacturing, according to a U.S.\u00a0trade guide<\/a>.\u00a0\u00a0<\/p>\n Those chips run through phones, cars, data\u00a0centers, telecommunications equipment,\u00a0aircraft\u00a0and munitions.\u00a0They are essential ingredients for an advanced society, from consumer comfort right through to\u00a0defense\u00a0of the homeland.\u00a0\u00a0<\/p>\n It also anchors the military balance in the Western Pacific. Taiwan sits at the pivot between Northeast and Southeast Asia, inside the First Island Chain.\u00a0<\/p>\n If China controlled Taiwan, it would gain a major geographic opening into the wider Pacific, put more pressure on Japan and the Philippines, and make it harder for the U.S. and allies to\u00a0maintain\u00a0a free and open Indo-Pacific.\u00a0<\/p>\n What\u2019s\u00a0more,\u00a0it\u2019s\u00a0a major and\u00a0probably decisive\u00a0test of U.S. credibility and the rules-based order in Asia. A forced takeover of Taiwan would signal that a major power can redraw borders by coercion, undercutting U.S. deterrence commitments across the region.\u00a0<\/p>\n Taiwan matters because it is simultaneously a semiconductor super-node, a military\u00a0chokepoint\u00a0and\u00a0a democratic credibility test for U.S. power in Asia.\u00a0<\/p>\n
