PHILADELPHIA (WPVI) — Accuweather Alert for rounds of heavy rain and strong winds. Halloween will be dry but windy.<\/p>\n
OVERNIGHT: Rain develops from south to north. Winds increase between 12 and 25 mph.<\/p>\n
THURSDAY: Period of heavy rain and gusty winds. Drying out in the evening. High of 65.<\/p>\n
