PHILADELPHIA, PA \u2014 Drivers traveling through the busy intersection of Allegheny Avenue and Delaware Avenue in Northeast Philadelphia should prepare for long-term congestion beginning Tuesday, May 26, as PennDOT launches utility construction tied to the massive I-95 Section AF3 improvement project.<\/p>\n

According to PennDOT, the Allegheny Avenue and Delaware Avenue intersection will be reduced to a single travel lane for approximately one year.<\/p>\n
Initial work will include flagger-controlled lane closures and temporary traffic stoppages while crews install construction barriers and temporary traffic signals at the intersection.<\/p>\n
Once activated, the temporary signals will guide a single lane of traffic through the work zone around the clock while utility construction continues. The signals will also stop traffic in both directions during train crossings at the intersection.<\/p>\n
Motorists traveling through the area should expect significant backups and slower traffic conditions throughout the project. Drivers are encouraged to allow extra travel time and seek alternate routes whenever possible.<\/p>\n
The utility work is part of PennDOT\u2019s $311.3 million I-95 Section AF3 project, which includes reconstructing and widening both directions of I-95 to four lanes near the Allegheny\/Castor Interchange and reconfiguring the interchange to add new northbound ramps at Castor Avenue.<\/p>\n
PennDOT said the existing Castor Avenue on-ramp will remain open except for two or three future weekend closures that will occur during later construction phases.<\/p>\n
Section AF3 is the third of four major contracts tied to the larger reconstruction and modernization of the I-95 Allegheny\/Castor corridor. The overall project is scheduled for completion in late 2031.<\/p>\n
