Upper Darby Treasurer Mohammed \u201cDanny\u201d Sayduzzaman listed only one business interest on his required ethics disclosure<\/a> form: New Hope Home Care<\/a>, a company where he serves as president.<\/p>\n

But documents obtained by Broad + Liberty suggest Sayduzzaman, a Democrat, may be connected to several additional financial interests that were not disclosed. Pennsylvania ethics rules require any income source exceeding $1,300 to be reported.<\/p>\n

Those interests appear to include Ahnaf Accounting \/ Ahnaf Consultancy Service, GHI International, SEBA Home Healthcare in Oklahoma<\/a> \u2014 where he is listed as a director \u2014 and Look Limo<\/a>, a transportation company licensed in Pennsylvania.<\/p>\n

GHI International<\/a>, a logistics firm, lists 802 Garrett Road in Upper Darby as its address and identifies Sayduzzaman as a co-founder on its website. Ahnaf Consultancy Service<\/a> names him as a tax preparer.<\/p>\n

Documents also show the IRS filed a federal tax lien<\/a> of $230,347 against Sayduzzaman and his wife, Tanzina Hossain, as of Sept. 30, 2024. Ethics rules require that creditors owed more than $6,500 be reported on the disclosure.<\/p>\n

Neither Sayduzzaman nor Hossain responded to requests for comment. Upper Darby Mayor Ed Brown and Council President Marion Minick also did not respond.<\/p>\n

Hossain is co-owner of New Hope Property LLC, which shares an address with Sayduzzaman\u2019s New Hope Home Care at 802 Garrett Road. In January 2026, New Hope Property purchased the former Buick building at 600 Garrett Road<\/a> for $1.3 million. The Upper Darby Council Committee approved a mixed-use redevelopment plan for the site \u2014 including a fourth-floor addition \u2014 on May 6.<\/p>\n

Business records show New Hope Home Care loaned New Hope Property $1.4 million. The property company also received a $250,000 PHARE<\/a> state affordable housing grant for 600 Garrett Road. State Sen. Tim Kearney (D-26) announced that grant in a press release in June 2024 \u2014 roughly eighteen months before New Hope Property purchased the building. Kearney did not respond to a request for comment.<\/p>\n

Sayduzzaman is also listed as president and governor of the Greater Comilla Society of Pennsylvania<\/a>, a nonprofit.<\/p>\n

Upper Darby Township manages a $104.7 million annual budget, and the treasurer\u2019s office carries oversight responsibility for township finances.<\/p>\n

Joanne Nammavong, a CPA who has attended Upper Darby Council meetings regularly since 2022, said the lien raises serious questions.<\/p>\n

\u201cI do not want somebody handling the finances of Upper Darby that has a significant tax lien against them,\u201d she said. \u201cIt\u2019s very scary.\u201d<\/p>\n

Nammavong also pointed to what she described as a structural conflict of interest. A previous treasurer, she noted, had drawn attention to questions about how federal American Rescue Plan Act funds were being spent. She doubted Sayduzzaman would take a similar posture.<\/p>\n

\u201cI don\u2019t think he would ever do that,\u201d she said. \u201cBecause he\u2019s got projects in the township that he needs approvals on. The treasurer is depending on the council to approve his projects.\u201d<\/p>\n

When told that Hossain \u2014 not Sayduzzaman \u2014 is listed as owner of New Hope Property, Nammavong was unpersuaded.<\/p>\n

\u201cThat\u2019s a very common practice \u2014 people put things in the name of the wife,\u201d she said. \u201cBut everybody knows it\u2019s him. The council knows it\u2019s him. That\u2019s a conflict of interest.\u201d<\/p>\n

She has also taken note of Sayduzzaman\u2019s attendance record. \u201cHe came to one council meeting to be sworn in,\u201d she said. \u201cHe\u2019s taking a salary\u201d \u2014 the treasurer is paid $7,500<\/a> annually, plus benefits \u2014 \u201cbut I have not seen him at others.\u201d<\/p>\n
