{"id":208913,"date":"2026-06-02T23:32:10","date_gmt":"2026-06-02T23:32:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/208913\/"},"modified":"2026-06-02T23:32:10","modified_gmt":"2026-06-02T23:32:10","slug":"pa-house-passes-bill-requiring-bell-to-bell-cell-phone-ban-in-schools","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/208913\/","title":{"rendered":"PA House passes bill requiring bell-to-bell cell phone ban in schools"},"content":{"rendered":"<p>BETHLEHEM, Pa. \u2014 Pennsylvania lawmakers Monday moved closer to establishing a statewide restriction on student cell phone use in public schools.<\/p>\n<p>The state House of Representatives passed legislation requiring &#8220;bell-to-bell&#8221; phone bans during the school day.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/www.palegis.us\/legislation\/bills\/2025\/hb1814\" target=\"_blank\" rel=\"nofollow noopener\">House Bill 1814<\/a> would prohibit students from using or possessing cell phones in public schools throughout the school day.<\/p>\n<p>It requires devices to be secured in a way that prevents access until dismissal.<\/p>\n<p>The bill includes exceptions for emergency situations and medical needs approved by school administrators.<\/p>\n<p>    &#8220;The more we can get them out of our kids&#8217; hands, the better.&#8221;<\/p>\n<p>Rep. Twenty Democrats joined 55 Republicans in voting against the bill.<\/p>\n<p>They included Rep. Steve Samuelson, D-Northampton, and Rep. Ana Tiburcio, D-Lehigh. <\/p>\n<p>Attempts to reach both lawmakers to discuss their votes were not immediately successful.<\/p>\n<p>But Rep. Mike Schlossberg, D-Lehigh, said his &#8216;yes&#8217; vote &#8220;was a no-brainer.&#8221;<\/p>\n<p>&#8220;Every piece of research shows how damaging cell phones and school can be,&#8221; Schlossberg said. <\/p>\n<p>&#8220;What we did was pass legislation that can set a minimum policy standard for what we expect schools to do when it goes to cell phones. The more we can get them out of our kids&#8217; hands, the better.&#8221;<\/p>\n<p>The measure now advances to the state Senate for consideration.<\/p>\n<p>The Senate in February <a class=\"Link\" href=\"https:\/\/www.lehighvalleynews.com\/school-news\/a-no-brainer-pa-senate-approves-statewide-bell-to-bell-ban-on-student-cellphone-use\" target=\"_blank\" rel=\"nofollow noopener\">passed its own piece of legislation<\/a> requiring schools to implement a bell-to-bell cell phone ban. On May 6 it was re-referred to the House Appropriations committee.<\/p>\n<p>&#8216;Our children need this bill&#8217;<\/p>\n<p>The legislation comes in response to calls from Gov. Josh Shapiro and educators across the state, who have argued that unrestricted phone access is undermining classroom focus and student engagement.<\/p>\n<p>&#8220;Our kids deserve to learn in a classroom that&#8217;s free from distraction and where they can spend real time together, free from screens,&#8221; <a class=\"Link\" href=\"https:\/\/www.facebook.com\/governorshapiro\/posts\/pfbid02D5GViofqtN5351hoqotkwHvcEhVYEecy23XEKoPdDWRdaJiyJPSaax6AGbacnrNtl\" target=\"_blank\" rel=\"nofollow noopener\">a Facebook post from Shapiro&#8217;s office said<\/a>.<\/p>\n<p>\u201cOur children need this bill,\u201d Rep. Research shows that unfettered access to devices is harming our children, and many educators tell me this bill is desperately needed.<\/p>\n<p>\u201cGovernor Shapiro has urged the General Assembly to send him a bill banning cell phones in schools, and I urge the Senate to send this bill to his desk for the benefit of our children.\u201d<\/p>\n<p>&#8216;More engaged in their learning&#8217;<\/p>\n<p>Some Pennsylvania school districts, <a class=\"Link\" href=\"https:\/\/www.lehighvalleynews.com\/school-news\/new-cell-phone-policy-for-bethlehem-area-schools-approved-with-special-privileges-for-high-schoolers\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">including Bethlehem Area,<\/a> already impose restrictions on cell phone use, but supporters of the bill argue that a statewide standard is needed to ensure consistency.<\/p>\n<p>\u201cWhile some school districts already restrict cell phones in schools, many do not,\u201d Steele said, noting the need for uniform policy across the state.<\/p>\n<p>According to <a class=\"Link\" href=\"https:\/\/www.edweek.org\/technology\/which-states-ban-or-restrict-cellphones-in-schools\/2024\/06\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Education Week<\/a>, nearly 40 states have enacted restrictions on cell phone use in schools.
