Legislation to give investigators and prosecutors new tools to fight human trafficking in Pennsylvania was recently passed by the Senate, State Sen. Lisa Baker, R-20, Lehman Twp., said.<\/p>\n
\u201cHuman trafficking is a devastating crime exploiting vulnerable individuals,\u201d Baker said. \u201cThis legislation strengthens Pennsylvania\u2019s ability to combat traffickers by providing law enforcement and prosecutors with clearer authority and stronger penalties for those who profit from or fuel this exploitation. Just as importantly, it directs resources toward support programs for victims and help prevent future trafficking.\u201d<\/p>\n
Senate Bill 45 will help local law enforcement agencies and the state attorney general investigate and prosecute human trafficking by increasing penalties for several related crimes, including promoting prostitution, promoting prostitution of a minor, exploiting prostitutes and patronizing prostitutes.<\/p>\n
Fines paid by those convicted of patronizing prostitutes will be split between the state\u2019s Safe Harbor for Sexually Exploited Children Fund and the Prevention of Human Trafficking Account established in Pennsylvania\u2019s General Fund.<\/p>\n
The bill also consolidates crimes related to human trafficking within the Crimes Code, giving the attorney general concurrent jurisdiction for these crimes, which are frequently the basis for large-scale human trafficking operations.<\/p>\n
Senate Bill 45, which is supported by Pennsylvania Attorney General Dave Sunday and numerous anti-human trafficking organizations, now moves to the House of Representatives for consideration.<\/p>\n
House passes Haddock measure to create new $30 million state grant program for fire companies<\/p>\n
Firefighting companies across Pennsylvania would be eligible to participate in a new $30 million grant program, under legislation passed today by the state House of Representatives, according to prime sponsor State Rep. James Haddock, D-118, Pittston Twp.<\/p>\n
\u201cFire companies are on the front lines every day, and the commonwealth can do more to support the modern needs of the fire service. This program would complement the existing annual grants to fire companies, allowing them to undertake major, transformative investments. By investing an additional $30 million in firefighting, this bill would protect communities and the lives of those who serve them.<\/p>\n
\u201cDuring the last 20 years, fire companies have been faced with reduced numbers of members and volunteers. Many of the companies also need big ticket items to update their equipment and facilities. In fact, a modern fire truck costs between $800,000 and $1.2 million. My bill would help to resolve both of those issues,\u201d said Haddock, D-Luzerne\/Lackawanna.<\/p>\n
House Bill 2446 would establish a Fire Company Transformational Grant Program. Eligible fire companies would include municipal, volunteer, and combination companies. Grants would support equipment, facilities, staffing, and recruitment efforts.<\/p>\n
The program would encourage regionalization through higher funding caps. Through the $30 million program, single departments would qualify for grants between $100,000 and $1 million, while combined departments would be eligible for grants between $250,000 and $2.5 million.<\/p>\n
The competitive grant program would be administered by the Office of the State Fire Commissioner.<\/p>\n
The legislation moves to the state Senate for consideration.<\/p>\n
Judiciary Committee advances bills to protect children, support law enforcement<\/p>\n
The Senate Judiciary Committee approved two important measures aimed at protecting Pennsylvania\u2019s children and strengthening public safety efforts across Pennsylvania, said Baker, who is the committee chair.<\/p>\n
The committee advanced Senate Bill 1335, legislation establishing a dedicated Investigation and Prosecution of Internet Crimes Against Children (ICAC) Program within the Pennsylvania Commission on Crime and Delinquency (PCCD). It is designated as \u201cAlicia\u2019s Law\u201d in honor of Alicia Kozak, a Pittsburgh-area resident who was abducted at age 13 by a man she met online in what is recognized as one of the nation\u2019s first documented internet-facilitated child abduction cases. Kozak has since dedicated herself to educating families about online safety and advocating for stronger protection for children. Naming the legislation in her honor recognizes her ongoing efforts to prevent other children from becoming victims of online predators and underscores the bill\u2019s mission of strengthening Pennsylvania\u2019s response to internet crimes against children.<\/p>\n
The bill creates a grant program to support law enforcement task forces investigating internet crimes against children. Funding may be used to establish new ICAC task forces, expand existing operations and provide specialized training for personnel. The bill also directs PCCD to develop guidelines and criteria for awarding grants while considering geographic coverage throughout the state.<\/p>\n
The committee also approved House Bill 1344, which establishes safety standards and training requirements for police canine units that may encounter fentanyl and other dangerous substances in the course of their duties.<\/p>\n
House Bill 1344 requires the Municipal Police Officer Education and Training Commission (MPOETC) to develop fentanyl-related safety protocols and training in consultation with canine experts, law enforcement professionals, veterinarians, and medical experts. The legislation also extends existing legal protections to canine units operated by the Office of Attorney General.<\/p>\n
The bills now head to the full Senate for consideration.<\/p>\n
