A major restoration project aimed at reviving Crystal Lake in Carsonia Park and protecting a key regional drinking water source is moving into its second phase this summer.<\/p>\n

Mount Penn Borough Municipal Authority Chairman Joseph Boyle said phase two is scheduled to begin shortly after July 1 and continue through October. It will include stormwater filtration improvements, sediment collection systems and repairs to the lake\u2019s spillway.<\/p>\n

The primary goal, Boyle said, is to protect the underground aquifers beneath the park and lakebed.<\/p>\n

\u201cThis is all about source-water protection,\u201d he said. \u201cStormwater is your number one pollutant. It brings in pesticides, it brings in sediment, it brings in very nefarious outside things that are not good for the entire area here.\u201d<\/p>\n

The authority owns the 27-acre property, which contains several groundwater wells that supply drinking water to roughly 4,000 residents in Mount Penn, St. Lawrence and parts of Lower Alsace and Exeter townships.<\/p>\n

The property spanning Exeter and Lower Alsace is leased to the Antietam Valley Recreation and Community Center.<\/p>\n

During construction, Boyle said, some recently reopened portions of the park may again be restricted for public safety.<\/p>\n

A major component of phase two, he said, involves redirecting stormwater through underground sediment collection structures and a vegetated swale before it reaches the lake.<\/p>\n

The system is designed to remove pollutants and cool incoming water, improving conditions for fish and other aquatic species.<\/p>\n

Estimated at $231,381, the second phase is largely funded through state grants with additional contributions from Lower Alsace Township and the authority.<\/p>\n

Exeter Township agreed to assist by providing annual maintenance of the sediment collection facilities, Boyle noted.<\/p>\n

Responsibility for ongoing park maintenance is divided among several entities, Boyle said, noting the Antietam Valley Recreation and Community Center manages large portions of the park with the help of Lower Alsace.<\/p>\n

The appearance of overgrown vegetation and limited maintenance in some areas is temporary, he said, and tied directly to the ongoing, multiyear effort to restore the lake and surrounding wildlife habitat.<\/p>\n

\u201cWe\u2019re not looking to make it look pristine right now because we\u2019re about to undergo a major facelift here,\u201d he said during a recent tour of the site.<\/p>\n

The removal of invasive species is ongoing, Boyle noted, and is critical to the success of the newly established native grass and pollinator habitat being established along the lake\u2019s southeastern shore.<\/p>\n

\u201cPeople just have to be patient,\u201d he said, \u201cbecause in the outcome of this, it\u2019s going to be beautiful.\u201d<\/p>\n

Improvements resulting from the first phase, completed earlier this year, are already evident, Boyle said.<\/p>\n

Primarily funded through a $236,813 grant from Berks County\u2019s share of federal American Rescue Plan Act funds that phase involved removing decades of accumulated sediment from the 10-acre lake.<\/p>\n

The deeper water, restored to a depth of about 10 feet from as little as 3\u00bd feet, has already improved conditions for aquatic life, Boyle said. Ducks and geese are diving for food, aquatic vegetation is returning and minnows have been seen in the lake, he noted.<\/p>\n

While algae blooms remain visible at times, Boyle said they are largely driven by seasonal temperature spikes and are expected to diminish as restoration efforts continue.<\/p>\n

A proposed third phase, tentatively planned for 2027, would add a new trail around the lake, viewing platform, shoreline improvements and educational features, he said. However, he noted, that work depends on securing additional state funding.<\/p>\n

Local wildlife advocate Lori Lilley, who has worked to protect turtles and other animals affected by construction, said she is looking forward to seeing the project completed.<\/p>\n

\u201cI can\u2019t wait \u2018til it\u2019s finished, so we can all come and enjoy the wildlife again,\u201d Lilley said while watching ducks and other critters around the lake.<\/p>\n

Boyle acknowledged the project requires patience but said the result will transform the lake and park for decades to come.<\/p>\n
