Philadelphia is hosting some of the biggest events in its history this summer, challenging the city\u2019s police department amid a critical staffing shortage.<\/p>\n
The shortfall, which began alongside a nationwide trend more than six years ago, is now affecting smaller festivals and events, according to a city report reviewed by the NBC10 Investigators.<\/p>\n
Roosevelt Poplar, president of the Fraternal Order of Police Lodge No. 5, is well aware of the demanding stretch ahead \u2013 a 39-day span that includes World Cup games, celebrations marking the nation\u2019s 250th birthday and a special session of Congress.<\/p>\n
\u201cWe’re ready to rock and roll,\u201d Poplar, whose union represents more than 5,000 Philadelphia police officers, said.<\/p>\n
\u201cWhat are you most looking forward to in these next 39 days?\u201d NBC10 Investigator David Charns asked Poplar.<\/p>\n
\u201cFor the 40th day,\u201d he said, laughing. \u201cFor it to be over.\u201d<\/p>\n
The Philadelphia Police Department, alongside county, state and federal partners, has been preparing for the summer of 2026 for more than a year, Poplar said. Officers are ready to work long days in the summer heat, but the force is smaller than it used to be.<\/p>\n
The city budget calls for 6,380 sworn officers, according to a department spokesperson. As of the end of April, there were about 5,300 sworn officers and recruits in training.<\/p>\n
That gap represents a vacancy rate of more than 18%. Police Commissioner Kevin Bethel said the department is working to close it, though progress has been gradual.<\/p>\n
\u201cYes, staffing is down, but we were on an upward trajectory,\u201d Bethel said. \u201cIt\u2019s not moving as fast as folks would hope.\u201d<\/p>\n
To manage the shortage, the department is leaning more heavily on outside partners and overtime to fill shifts and maintain public safety.<\/p>\n
\u201cWe try to make sure there’s enough relief rate in there for those men and women to reset,\u201d Bethel said about his officers and working with other departments. \u201cAnd as we come into these events, we recognize we need additional resources.\u201d<\/p>\n
The busiest day is expected to be July 4, when multiple major events will take place across the city.<\/p>\n
\u201cOur main concern is our officers not getting burned out \u2013 not working to the point where the job becomes unattractive to them because they feel like they’re being forced to work, they don’t have time for family, they can’t take a vacation,\u201d Bethel said.<\/p>\n
A union contract reviewed by the NBC10 Investigators limits extended time off during the 39-day stretch, though officers will still be given time to rest.<\/p>\n
Overtime will play a major role. Data reviewed by NBC10 Investigators shows the department spent more than $32 million on overtime for all positions from January through the end of March. Bethel said much of that funding comes from federal grants allocated through the city.<\/p>\n
\u201cI think part of my journey was to make sure that the men and women feel valued in this police department,\u201d Bethel said. \u201cIt\u2019s one thing to work overtime because you have to, it’s, another thing to work overtime because you believe in the mission, you believe the spirit of core.\u201d<\/p>\n
The federal government audits how the city spends that overtime funding, Bethel added.<\/p>\n
While large-scale events typically have the financial backing to cover added costs, including overtime, a recent city audit found smaller events are struggling. Some organizers are choosing other cities or not returning to Philadelphia at all.<\/p>\n
\u201cBecause this is overtime that’s volunteer,\u201d Philadelphia Controller Christy Brady said.<\/p>\n
In a report released earlier this month, Brady\u2019s office found that unpredictable overtime costs can leave event organizers with significant bills after their events conclude.<\/p>\n
\u201cAnd what these event organizers were telling us, that an unknown occurred toward the end and make it really hard to budget and plan accordingly,\u201d Brady said.<\/p>\n
Despite the challenges, both Bethel and Poplar say they are seeing progress on staffing.<\/p>\n
\u201cThe numbers will naturally come down,\u201d Bethel said. \u201cAs part of that, we do our due diligence. Even going into next year, we were asked to cut some of our overtime.\u201d<\/p>\n
“This is history we will never witness in our lifetime again, so we want to make sure that we put on the best show that we can with the peace and safety of everyone,\u201d Poplar said.<\/p>\n
A federal grant will cover all police overtime costs related to the World Cup.
