PLAINS, LUZERNE CO. (WOLF) \u2014 A Wyoming Borough councilman has been charged with violating a protection-from-abuse order after police say he intimidated an ex-girlfriend during a public event at Mohegan Pennsylvania.<\/p>\n
According to court records filed by Plains Township police, Russell Herron Jr. was charged with indirect criminal contempt after an incident at the casino’s Party on the Patio event on June 18.<\/p>\n
Investigators allege Herron was attending the event with a group of friends when he walked past the woman, who is protected under an existing court order. The woman told police that Herron and several companions then stood near her, with Herron positioned about two feet away.<\/p>\n
Court records indicate the woman reported feeling frightened and intimidated by the encounter and subsequently left the event before contacting police.<\/p>\n
The charge marks the second alleged violation of a protection-from-abuse order involving the same woman.<\/p>\n
Herron was arraigned before Magisterial District Judge Kyle Halesey and charged with a single count of indirect criminal contempt of a protection-from-abuse order.<\/p>\n
The current protection order was issued by Luzerne County Judge Tarah Toohil in November 2024 after the woman reported that Herron threatened to release explicit photographs taken during their relationship, according to court records. The order prohibited Herron from having any contact with her.<\/p>\n
In March 2026, Herron was sentenced by Luzerne County Judge Tina Polachek Gartley to six months of probation after being found guilty of violating the same protection order. Court records indicate the violation involved a letter that referenced the woman.<\/p>\n
As part of that sentence, Herron was prohibited from consuming alcohol and from frequenting establishments that serve alcohol.<\/p>\n
Police say Herron was jailed following the latest allegation.
