{"id":22696,"date":"2025-11-02T19:37:09","date_gmt":"2025-11-02T19:37:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/22696\/"},"modified":"2025-11-02T19:37:09","modified_gmt":"2025-11-02T19:37:09","slug":"bethlehem-hires-nonprofit-to-operate-fund-for-housing-shortages","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/22696\/","title":{"rendered":"Bethlehem hires nonprofit to operate fund for housing shortages"},"content":{"rendered":"<p>Bethlehem City Council approved a <a href=\"https:\/\/thebrownandwhite.com\/2025\/10\/08\/city-council-meets-to-discuss-community-related-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">$12,000 contract<\/a> with the Center for Public Enterprise, a nonprofit based in New York, to design a new financing tool aimed at tackling the city\u2019s housing shortage.<\/p>\n<p>The initiative, passed on Oct. 8, will provide technical assistance for developing a <a href=\"https:\/\/www.cdfa.net\/cdfa\/cdfaweb.nsf\/pages\/revolving-loan-funds.html\" rel=\"nofollow noopener\" target=\"_blank\">revolving loan fund<\/a>, a model intended to incentivize the construction of more mixed-income housing.\u00a0<\/p>\n<p>The revolving loan fund is a part of <a href=\"https:\/\/www.bethlehem-pa.gov\/News\/Opening-Doors-Strategies-to-Build-Housing-Stabilit\" rel=\"nofollow noopener\" target=\"_blank\">\u201cOpening Doors: Strategies to Build Housing Stability<\/a>,\u201d the city\u2019s plan to make housing more affordable. Unlike a traditional one-time grant, the fund is designed to be a self-sustaining financial tool.<\/p>\n<p>Sara Satullo, Bethlehem\u2019s deputy director of community development, said this initiative is a response to \u201ca market of scarcity,\u201d with a goal of increasing the housing supply for the entire community.\u00a0<\/p>\n<p>Satullo said housing scarcity has been a problem nationally for a long time, with underbuilding and increases in housing costs happening across the U.S.\u00a0<\/p>\n<p>The housing market is severely strained in the U.S. with a shortage of over 4.7 million homes. In Pennsylvania specifically, the housing shortage has caused almost $15 million dollars to be lost in economic output, according to the <a href=\"https:\/\/www.uschamber.com\/economy\/the-state-of-housing-in-america?state=pa\" rel=\"nofollow noopener\" target=\"_blank\">U.S. Chamber of Commerce.<\/a>\u00a0<\/p>\n<p>Satullo said with the revolving loan fund, the city\u2019s goal is to speed up housing production.<\/p>\n<p>\u201cThis will bring more units to the market, especially units with guaranteed long-term affordability,\u201d she said.<\/p>\n<p>Ashwin Warrior, the deputy director of housing for policy and research for the Center for Public Enterprise, said the fund is capitalized once with an initial large sum of money, and smaller loans are then provided from that sum. He said these loans, on average, won\u2019t exceed more than 20-30% of a project\u2019s costs during the construction phase.\u00a0<\/p>\n<p>Warrior said the money is then paid back to the fund once a project is complete, and it can then be loaned out again for other projects.<\/p>\n<p>He said this \u201cshallow subsidy\u201d model is meant to become a permanent piece of the city\u2019s development toolkit.\u00a0<\/p>\n<p>Warrior said this model is a more flexible alternative than the current federal system, the Low Income Housing Tax Credit.\u00a0<\/p>\n<p>According to the U.S. Department of Housing and Urban Development <a href=\"https:\/\/www.huduser.gov\/portal\/datasets\/lihtc.html\" rel=\"nofollow noopener\" target=\"_blank\">website<\/a>, the Low Income Housing Tax Credit gives local agencies the budget authority to issue tax credits for the construction and acquisition of rental housing for low-income areas.\u00a0<\/p>\n<p>Warrior said this program is highly competitive and often leaves many projects unfunded each year.<\/p>\n<p>City Councilwoman Hilary Kwiatek said the fund is a way for the city to have a hand in all housing projects by taking part in funding, alongside other financing sources such as low-income housing tax credits.<\/p>\n<p>\u201c(The fund) should last in perpetuity,\u201d she said. \u201cAs long as developers are using the fund and paying back the loans, it will continue to be replenished and used for new projects.\u201d<\/p>\n<p>Saltillo said the $12,000 contract is not for building houses, but for the Center for Public Enterprise\u2019s advising in designing the fund with a six-month consultancy that will involve financial and community analysis.<\/p>\n<p>Kwiatek said the analysis will involve looking at the economics of the region and engaging with the community to see what kind of housing is needed.<\/p>\n<p>From there, she said this information will dictate the fund\u2019s size, loan parameters and startup funding sources. The tangible outcome will be a report with recommendations on how to design and implement the fund.<\/p>\n<p>Kwiatek also said the Center for Public Enterprises\u2019s status as a nonprofit was a significant reason for this partnership.<\/p>\n<p>\u201cThey aren\u2019t charging higher consultant rates, and they don\u2019t have a self-interest,\u201d she said. \u201cThey\u2019re not a bank trying to sell us a product.
