Crews in Westmoreland County found the raccoon trapped in the grate after someone had unsuccessfully tried to free it using water and dish soap. The animal was firmly wedged in place.  First responders removed the grate with the raccoon still inside and used the hydraulic tool to cut away enough metal to release it.
