A wanted Dickson City woman fled Scranton police officers after they spotted her walking down a city street Monday, police said.<\/p>\n
At about 3 p.m., Kaila Blackwell, 36, of 602 Pancoast St., was walking east on New Street when officers in an unmarked vehicle saw her and determined she had a felony criminal warrant from the Lackawanna County probation office.<\/p>\n
When officers ordered her to stop near Philbin\u2019s garage at 320 New St., Blackwell fled on foot through nearby yards toward East\u00a0 Gibson Street.<\/p>\n
Officers spotted Blackwell running into a Capouse Avenue apartment building but didn\u2019t find her inside the building.<\/p>\n
As officers searched for Blackwell, they found a black sweatshirt she had dropped as she fled. It contained a glass pipe with burned crystal methamphetamine residue in the pocket.<\/p>\n
Employees at Livingston Tire then reported that Blackwell was inside the business. When officers arrived there, they saw Blackwell fleeing out of the rear of the building.<\/p>\n
Again, officers chased Blackwell, ordering her to stop, but she refused.<\/p>\n
Officer Timothy Merkel drew his Taser and yelled \u201cTaser\u201d several times to get Blackwell to stop, but she didn\u2019t.<\/p>\n
Merkel fired his Taser, striking Blackwell in the arm and bringing her to a stop. Officers handcuffed and arrested her.<\/p>\n
Blackwell faces a felony charge of fleeing and eluding officers, as well as misdemeanor counts of evading arrest and possession of drug paraphernalia.<\/p>\n
She remains in Lackawanna County Prison in lieu of $10,000 bail.<\/p>\n
