President Donald Trump is making a new push to limit birthright citizenship, signing two orders focused on scenarios that include what’s known as “birth tourism.”<\/a><\/p>\n

The president signed the orders after the Supreme Court blocked his previous move to limit who is considered a U.S. citizen.<\/p>\n

Immigration attorney Jonathan Grode said the new order is narrower than Trump’s previous effort, but he believes its impact goes beyond how it is implemented or whether it holds up in court.<\/p>\n

“I think what the Administration is trying to do is grab the headline, to say ‘we are not giving up this fight, that we are continuing to attack birthright citizenship,'” Grode said.<\/p>\n

Grode said the continuing debate over birthright citizenship is creating fear among some people, regardless of what ultimately happens with the orders.<\/p>\n

“The perception of the rule change carries almost as much weight as the rule itself,” Grode said. <\/p>\n

He said he sees that concern among his clients and across the community.<\/p>\n

At Maria de los Santos Health Center in North Philadelphia, Brenda Robles-Cooke of Delaware Valley Community Health said staff members are working to reassure patients that the health center is a safe space. But she said fear is affecting how some patients seek care.<\/p>\n

“We\u2019ve been utilizing telehealth services a lot because patients feel comfortable not coming,” Robles-Cooke said.<\/p>\n

In the health center’s waiting room, NBC10 spoke with an expectant mother originally from Guatemala who said she has been living in the U.S. for the past three years. NBC10 is not identifying her or showing her face.<\/p>\n

The woman said she has faith Trump’s latest order will not go through, but there is always fear because she doesn’t know what might happen.<\/p>\n

Robles-Cooke said concerns about citizenship also hit close to home for her.<\/p>\n

“Well I worry about my own. I was born in Puerto Rico so if citizenship, if they decide that people who are born in Puerto Rico are not citizens, and we can\u2019t travel back and forth, in my own family we have people who are from Dominican Republic and are not citizens and had a baby in the U.S. and now they\u2019re citizens. We worry in our own communities,” Robles-Cooke said.<\/p>\n

Robles Cooke said she and her staff continue to work to calm those fears and encourage people to seek the care they need.<\/p>\n

“The mission of this organization is to provide care and that mission will never ever be changed,” Robles Cooke said.<\/p>\n
