Shawn Hagan, 46, of Philadelphia, owner of Hagan Home Concepts, was charged following a multi-jurisdictional investigation by Bensalem and Middletown township police, according to the release.<\/p>\n
The investigation involved three homeowners who reported paying Hagan a combined $178,291 for projects estimated to cost more than $300,000, police said.<\/p>\n
A Bensalem resident hired Hagan to build a home addition for an estimated $72,000 and paid him $46,725, police said. Hagan began work on the foundation before he stopped communicating with the homeowner and failed to finish the project, according to the release.<\/p>\n
The resident reported the alleged fraud to Bensalem police on May 18.<\/p>\n
Another homeowner hired Hagan for a major renovation estimated at $172,700 and paid him $107,566 before work began, Middletown police were told on May 28.<\/p>\n
Over the following five months, Hagan completed only demolition and some framing without making meaningful progress on the construction and renovation, police said.<\/p>\n
Middletown Township Building and Zoning officials later inspected the work and issued a stop-work order over deficiencies and work that did not comply with the approved plans, according to the release.<\/p>\n
A third homeowner told Bensalem police they paid Hagan $24,000 toward a $58,000 addition, investigators said. Work never began and the money was never refunded, according to the release.<\/p>\n
That alleged incident was reported to police on June 16, 2025.<\/p>\n
Hagan was charged with multiple counts of Felony Home Improvement Fraud, Felony Theft by Deception, Felony Deceptive Business Practices, and Felony Receiving Stolen Property, police said.<\/p>\n
His preliminary arraignment was held before Magisterial District Judge Joseph Falcone on Wednesday, Aug. 19. Bail was set at 10% of $750,000, resulting in Hagan being remanded to the Bucks County Correctional Facility.<\/p>\n
