BENSALEM, PA \u2014 A Philadelphia contractor has been arrested following a multi-jurisdictional fraud investigation involving multiple homeowners.<\/p>\n
Shawn Hagan, 46, of Philadelphia, was charged with multiple counts of home improvement fraud, theft by deception, deceptive business practices and receiving stolen property.<\/p>\n
The Bensalem Township Police Department announced the arrest in conjunction with the Middletown Township Police Department.<\/p>\n
On May 18, Bensalem police were contacted by a resident who reported entering into an agreement with Hagan, of Hagan Home Concepts, to construct an addition to the resident\u2019s home for an estimated cost of $72,000.<\/p>\n
The victim reported paying Hagan $46,725.<\/p>\n
Although Hagan began work on the project\u2019s foundation, he subsequently ceased communicating with the victim and failed to complete the work.<\/p>\n
On May 28, Middletown police were contacted by a resident who reported hiring Hagan and Hagan Home Concepts to complete a major home renovation at an estimated cost of $172,700.<\/p>\n
Hagan was paid $107,566 before any work began.<\/p>\n
During the following five months, Hagan completed only demolition-related activities and some framing work, failing to make meaningful progress toward the construction and renovation phases of the project.<\/p>\n
Middletown Township Building and Zoning officials inspected Hagan\u2019s work and issued a stop-work order due to deficiencies and his failure to perform the work in accordance with the approved plans.<\/p>\n
On June 16, Bensalem police met with another resident who reported being the victim of fraud by Hagan and Hagan Home Concepts.<\/p>\n
The victim reported paying Hagan $24,000 toward the estimated $58,000 cost of an addition to the victim\u2019s home.<\/p>\n
According to the victim, work on the project never began, and the money paid to Hagan was never refunded.<\/p>\n
On Aug. 19, Hagan was arraigned before Magisterial District Judge Joseph Falcone, who set bail at 10% of $750,000.<\/p>\n
Hagan was subsequently remanded to the Bucks County Correctional Facility.<\/p>\n
