Pennsylvania health regulation rewrite draws GOP concerns over possible COVID-era powers<\/p>\n

A proposed rewrite of Pennsylvania\u2019s health regulations is drawing pushback from Republican lawmakers who say the changes could give the state broader authority to impose measures reminiscent of the COVID-19 pandemic.<\/p>\n

Proposal would update disease reporting and outbreak response<\/p>\n

The roughly 500-page proposal is intended to update Pennsylvania\u2019s public health regulations, state Department of Health officials say, bringing them more in line with recommendations and guidance from medical and public health organizations, including the American Academy of Pediatrics and the Centers for Disease Control and Prevention.<\/p>\n

The proposed changes would expand disease-reporting requirements and add to the list of illnesses that must be reported to the Department of Health.<\/p>\n

The rewrite would also update procedures for responding to disease outbreaks, including investigations, contact tracing and protocols involving isolation and quarantine orders.<\/p>\n

But House Minority Leader Jesse Topper, a Republican, said the proposal raises concerns about the potential for government overreach and a return to policies used during the pandemic.<\/p>\n

Topper pointed to past disputes over COVID-19 masking requirements, including a lawsuit in which he was involved that resulted in the overturning of school mask mandates.<\/p>\n

He also raised concerns about provisions he said could allow the state to access medical records without permission, enter homes or businesses, require blood samples or impose mask mandates in schools without legislative approval.<\/p>\n

Health department defends changes as public comment continues<\/p>\n

The Department of Health declined a request for an interview with Health Secretary Dr. Debra Bogen.<\/p>\n

In a statement, the department cited recent outbreaks of measles and cyclosporiasis as examples of public health threats and said updated regulations would allow it to respond more effectively and protect public health.<\/p>\n

The regulations are still only proposed and have not been adopted.<\/p>\n

The public can submit comments on the proposal through the Independent Regulatory Review Commission’s website through Sept. 21.<\/p>\n
