Council must still give final approval to the designation before the city’s zoning map is amended to reflect the property’s historic status.

That could happen as soon as City Council’s next regular meeting on Aug. 19.

Historical zoning designations aim to protect and preserve properties deemed historically, architecturally or culturally significant. In some cases, the designation can also help owners access specific types of grant funding.

Erie City Hall: City government headquarters added to National Register of Historic Places

The 4,240 square foot building is currently owned by an entity named Lease Erie LLC, according to Erie County property records.

Matthew Falcone, the City of Erie’s historic preservation planner and cultural resource manager, has said the city’s Planning Commission and Historic Review Commission also support a historic zoning designation for the Forman Block property.

The commission is a seven-member group with five citizen appointees that advises city officials on historic preservation issues.

Forman Block history

According to city historic nomination documents, the Forman Block building was constructed in an area that primarily housed wooden structures occupied by European immigrants in the 1800s.

In November 1875, according to city documents, the property was conveyed from Alanson Sherwood and his wife, Clarissa Sherwood, to Isaac Armstrong Forman, who would develop it into the Forman Block.

For the next several decades the building housed various commercial and/or residential tenants. “Business advertisements from this time, as well as the building’s interior features, indicate that the first floor was used (as) a commercial storefront space.
