{"id":275814,"date":"2026-08-31T15:04:09","date_gmt":"2026-08-31T15:04:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/275814\/"},"modified":"2026-08-31T15:04:09","modified_gmt":"2026-08-31T15:04:09","slug":"reading-community-development-director-david-barr-retires","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/275814\/","title":{"rendered":"Reading Community Development Director David Barr retires"},"content":{"rendered":"<p>Reading Community Development Director David Barr is retiring after a little more than a year in the post, ending a public-service career that took him from his hometown to projects around the world.<\/p>\n<p>City Managing Director Jack Gombach announced Barr\u2019s retirement during City Council\u2019s regular meeting last week. Barr\u2019s last day with the city was Aug. 28.<\/p>\n<p>Barr, a Reading native, took over the department July 1, 2025, after being selected by Mayor Eddie Moran and confirmed by council.<\/p>\n<p>He came to the city after a lengthy career in public service, code enforcement and construction planning with the U.S. Department of State.<\/p>\n<p>\u201cHe is choosing to spend more time with his family, which is well earned after the career that he\u2019s had traveling the world and supporting communities,\u201d Gombach said. \u201cWe wish him all the best.\u201d<\/p>\n<p>Gombach credited Barr\u2019s leadership with helping the city make progress in several areas, including downtown development, planning, codes, property maintenance and blight reduction.<\/p>\n<p>\u201cA lot of the work that I got to tout was because of his incredible leadership,\u201d Gombach said.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" lazyautosizes lazyload\" alt=\"David Barr, Reading director of community \" width=\"400\" data- src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/08\/REG-L-David-Barr.jpg\" data-attachment-id=\"5166731\" \/>David Barr, Reading director of community<\/p>\n<p>A 1978 graduate of the former Central Catholic High School, Barr grew up in east Reading. Before joining the city\u2019s staff, he held key positions managing construction, energy and facility planning for the federal government and received a Presidential Award for his work in energy conservation.
