The Argentina midfielder\u2019s arrival follows hot on the heels of the signing of Everton forward Iliman Ndiaye for \u00a365m.<\/p>\n<p>The Press Association understands the fee for Fernandez matches that paid by Liverpool to Newcastle for Alexander Isak a year ago.<\/p>\n<p>The 25-year-old said: \u201cManchester City are the most successful club in England in recent times.<\/p>\n<p>\u201cEvery player wants to be part of a club like this because everyone knows how well-run City are.<\/p>\n<p>More than half of the Premier League\u2019s clubs have broken their transfer records in a summer window featuring four of the top flight\u2019s five most expensive ever deals.<\/p>\n<p>\u201cI could not be happier to be here and I am ready for the challenge of helping City continue winning trophies. This is a club built for success.<\/p>\n<p>\u201cIf you look across the squad, City have quality in every area. I want to learn from my new team-mates and become a better player.<\/p>\n<p>\u201cI pride myself on continually improving my game. The pair enjoyed a close relationship and Fernandez has been eager to work under Maresca again.<\/p>\n<p>Fernandez was left out of the last two matchday squads by Chelsea boss Xabi Alonso, who said he only wanted players who had a \u201cdesire to play\u201d for the club.<\/p>\n<p>Fernandez has spent three-and-a-half years at Chelsea after signing from Benfica for a then-British record \u00a3106.8m.<\/p>\n<p>He posted a farewell message to Chelsea on Instagram, writing: \u201cI want you to know that these have not been easy days for me. Writing this is not easy either.
