The Reading Housing Authority is accepting comments on drafts of its 2027-28 Annual Plan, 2026-30 Capital Fund Five-Year Action Plan, Admissions and Continued Occupancy Policy and Administrative Plan.<\/p>\n

This year\u2019s review includes consideration of work requirements and time limits for some public housing residents under a proposed U.S. Department of Housing and Urban Development rule titled \u201cEstablishing Flexibility for Implementation of Work Requirements and Term Limits.\u201d<\/p>\n

The authority said it would consider adopting such requirements only if the federal rule is finalized.<\/p>\n

The federal proposal would give local housing authorities the option to impose work requirements of up to 40 hours per week and time limits of two years or longer on certain non-elderly, non-disabled adults ages 18 to 61 receiving housing assistance, while maintaining protections for elderly and disabled residents and children.<\/p>\n

Officials said the policies could significantly affect future participation in the authority\u2019s public housing program and potentially allow the authority to serve additional households in need.<\/p>\n

The authority also will evaluate whether work requirements or time limits could be effectively administered using its existing resources.<\/p>\n

Public input from residents, community members and other stakeholders will be considered in determining whether such policies would be appropriate for the authority and Reading, the authority said.<\/p>\n

Copies of the draft documents are available for review at authority offices and on the authority\u2019s website, readingha.org\/<\/a>.<\/p>\n

The plans are prepared in accordance with HUD regulations. Public housing agencies submit five-year and annual plans to HUD outlining their financial condition, goals and objectives and major public housing policies.<\/p>\n

The authority\u2019s Capital Fund Action Plan serves as its application for federal formula grant funding for capital improvements and management activities.<\/p>\n

The Admissions and Continued Occupancy Policy establishes operating policies for the authority\u2019s Low-Income Public Housing Program, while the Administrative Plan governs its Housing Choice Voucher Program.<\/p>\n

Both include federal regulatory requirements as well as operating policies that housing authorities are permitted to establish locally.<\/p>\n
