Roosevelt.

Devastating flooding in Pennsylvania that year helped drive the legislation.

Once construction was complete, the federal government transferred management responsibility to local and state entities, a handoff that shifted the long-term financial burden away from Washington.

What Levees Do and How They Can Fail

Levees are earthen embankments running parallel to rivers, effectively raising the bank height to hold back rising water.

They are typically engineered to contain a flood with a roughly one-percent chance of occurring in any given year.

Failure can happen several ways: overtopping during an unusually large flood, erosion, seepage through or beneath the embankment, and partial structural collapse before floodwaters even crest the top.

Pennsylvania’s Flood Record Underscores the Stakes

Flooding is a persistent problem across the state. Pennsylvania has logged nearly 5,000 flood events since 1996, according to the state’s 2023 Hazard Mitigation Plan.

The National Flood Insurance Program has paid out more than $1 billion in claims to Pennsylvania property owners over that same period.

The state’s roughly 86,000 miles of rivers and streams surge regularly under heavy rain and snowmelt. Both Philadelphia and Pittsburgh sit alongside major waterways.

Pennsylvania is also vulnerable to the remnants of Atlantic hurricanes and tropical storms, as the 2021 flooding of Philadelphia’s Schuylkill River following Hurricane Ida demonstrated.

Record Rainfall Adds Pressure in 2026

Yost noted in reporting carried by PhillyVoice that developing better tools to evaluate, manage, and improve aging levee infrastructure has become especially urgent as parts of Pennsylvania record historically high rainfall this season.

Extreme weather events have grown more frequent statewide.

For Northeast Philadelphia residents, the risk is immediate.

The city’s proximity to the Delaware and Schuylkill rivers puts large swaths of the region within reach of a levee-dependent flood management system that was designed for a different era.

source: The Conversation Pennsylvania’s flood barriers are getting older and costlier to maintain, while the storms testing them…

[8
69,71,70
post-284530","post","type-post","status-publish","format-standard","has-post-thumbnail","category-philadelphia","tag-philadelphia","tag-philadelphia-headlines","tag-philadelphia-news
["GET
