Penn will start processing international student requests for Curricular Practical Training authorization.<\/p>\n
In August, Penn paused<\/a> all new and pending applications for the work authorization \u2014 which allows international students to work off campus while seeking a bachelor\u2019s degree \u2014 after new guidance from the United States Student and Exchange Visitor Program. In a Sept. 10 message, Penn International Student and Scholar Services said<\/a> the resumption \u201capplies only to requests that meet the current federal requirements.\u201d<\/p>\n ISSS Director Rudie Altamirano wrote in a statement that the processing has resumed for students whose \u201cpractical training is required for all students in the academic program or track and is an integral part of the established curriculum.\u201d<\/p>\n Requests must \u201csatisfy all applicable requirements, including a written cooperative agreement with the employer,\u201d he added.<\/p>\n According to SEVP\u2019s Aug. 24 memo<\/a>, CPT is permitted \u201conly where the training is an integral part of an established curriculum.\u201d<\/p>\n Get the DP delivered straight to your inbox.<\/p>\n Sign Up<\/a><\/p>\n The federal guidance warned that institutions that fail to comply with the updated regulations could lose their certification to enroll foreign students.<\/p>\n \u201cSchools confirm the relevant academic requirements, while ISSS determines immigration eligibility and issues CPT authorization,\u201d Altamirano wrote. \u201cBecause eligibility depends on both the student\u2019s curriculum and the specific placement, each request must be evaluated individually.\u201d<\/p>\n According to the webpage, \u201cStudents seeking CPT authorization should work with their academic department to confirm that the practical training satisfies the applicable curricular requirements.\u201d<\/p>\n The new guidance is the latest in a series of orders from Washington affecting<\/a> Penn\u2019s international student population.<\/p>\n In July, the federal government announced<\/a> that fixed visa lengths would replace the longstanding \u201cDuration of Status\u201d system. Individuals who need time beyond their authorized admission period would be required to apply for an Extension of Stay.<\/p>\n Under the current system, international students \u2014 including those at Penn \u2014 can stay in the country until they finish their degree program. Last month, a coalition of higher education associations sued<\/a> the federal government over the new rule. According to the coalition\u2019s lawsuit<\/a>, the proposal received an \u201cavalanche\u201d of \u201cnear-universal opposition.\u201d<\/p>\n In 2025, the Trump administration also announced<\/a> a $100,000 annual fee on new and renewal H-1B visa petitions, which are granted to foreign workers in specialty occupations.<\/p>\n A federal judge struck down the fee in June, but at the time ISSS advised<\/a> students to continue to \u201cexercise caution\u201d as \u201cfurther government action is anticipated.\u201d<\/p>\n The White House considered<\/a> implementing a separate $100,000 fee on Optional Practical Training, which currently allows international students to remain and work in the country for one to three years post-graduation. Penn experts said the move could price out recent graduates and erode a pipeline American universities and employers have long relied on. \u00a0<\/p>\n In conversations earlier this month, international students said<\/a> that changing federal immigration policy is already reshaping how they approach their career plans.<\/p>\n Altamirano wrote in a statement that ISSS remains \u201ccommitted to providing students with timely and accurate information\u201d and that the office \u201cprovides one-on-one advising to help students understand the immigration requirements and how the guidance may apply to their individual circumstances.\u201d<\/p>\n Senior reporter Lavanya Mani covers legal affairs and can be reached at mani@thedp.com<\/a>.
