ALLEGHENY COUNTY, Pa. \u2014 Allegheny County officials have amended their paid parental leave policy proposal.<\/p>\n
On Wednesday, the Allegheny County Health Board made three major changes to the policy in response to feedback from the community given over the course of several public hearings.<\/p>\n
Those changes include:<\/p>\n
Lowering the length of leave from 18 weeks to 12 weeks (available to be taken within the first year of birth or adoption)Changing the size of employers eligible under the policy. The policy impacted employers of all sizes. The new amendment is now for employers with 15 eligible full- or part-time employees. Full or part-time employees are now required to have worked with an employer for six months and 625 hours for the leave. The original proposal allowed anyone who worked for a 30-day period to be eligible.<\/p>\n
The amendment also includes eligibility for people who experience stillbirths.<\/p>\n
\u201cOverall, paid parental leave is a widely popular expansion of an existing regulation that supports a vulnerable population and advances our public health mission. It\u2019s important to remember that today is not a final decision, but an opportunity to share the revised proposal which reflects community input,\u201d Director of the Allegheny County Health Department Dr. Iulia Vann said.<\/p>\n
If approved, the bill would have a six-month implementation period followed by a six-month grace period for businesses who cannot implement the policy until the start of their next fiscal year or budget cycle.<\/p>\n
A spokesperson for the Allegheny Conference of Community Development released a statement opposing the policy, even with the changes. That statement reads:<\/p>\n
\u201cEven with reported amendments adjusting the duration to 12 weeks and considering small-business thresholds, the core structure of the policy remains problematic. Mandating a 100% employer-paid requirement\u2014rather than utilizing a state-level, insurance-based funding model common in other jurisdictions\u2014places an uncompetitive financial and administrative burden directly on local employers.<\/p>\n
\u201cAs Allegheny County competes regionally and nationally for investment and workforce growth, establishing a localized benefit mandate risks putting our region at a distinct economic disadvantage. We urge county leadership to pursue data-driven, employer-informed policy solutions that foster both family well-being and regional competitiveness.\u201d<\/p>\n
