PHILADELPHIA (WPVI) — Action News has learned more about one of the women Philadelphia police believe may have been killed inside a home on W. Chew Avenue in Olney<\/a> that has become the center of an extensive investigation.<\/p>\n

On Thursday evening, Action News’ Caroline Goggin sat down with Jonathan Halloran-Koren, a cousin of Nicole Fusaro.<\/p>\n

He described Fusaro as “a kind-hearted spirit. She loved animals. She loved spending time with friends.”<\/p>\n

Halloran-Koren said Fusaro struggled with addiction. Despite her mother’s best efforts to get her into rehab, Fusaro got involved with a crowd in Kensington.<\/p>\n

“It just spiraled out of control, from my understanding,” Halloran-Koren explained.<\/p>\n

Fusaro was 27-years-old when she disappeared in July 2018. She was last seen in Kensington.<\/p>\n

“My aunt, with her friends, every waking moment they tried finding her,” Halloran-Koren said. “They were down on Kensington Ave. They were handing out fliers. They were handing out sandwiches attached to fliers, just to try to get people to look at them.”<\/p>\n

When Fusaro’s mother died in 2020, Halloran-Koren took over the effort to find her, or find information about her disappearance.<\/p>\n

He said he never imagined he would receive this news six years later.<\/p>\n

On September 10, he received a phone call from a family member advising him that Fusaro was dead.<\/p>\n

Philadelphia police confirmed the news to him on Wednesday morning, saying they believe Fusaro had died of strangulation.<\/p>\n

They believe it happened inside the home on Chew Avenue, possibly at the hands of the late Raymond “R.C.” Horsch. The June arrest of his son, Eugene, is what initially led investigators to the property.<\/a><\/p>\n

Fusaro is one of seven missing or unidentified women<\/a> linked to the investigation surrounding the home. Philadelphia police and the FBI are currently processing more than a million pieces of digital evidence seized from it.<\/p>\n

During their press conference on Wednesday afternoon, Philadelphia police detailed what they witnessed in a video taken inside the home. They said it showed a woman naked with R.C. Horsch. Halloran-Koren said that woman was his cousin.<\/p>\n

“You can see during the course of this time, the female uses narcotics. She is then given money, and then affixed to the bed with handcuffs,” Deputy Commissioner Frank Vanore said. “At some point during this, he puts zip ties around her neck, and she becomes unconscious and appears to be lifeless.”<\/p>\n

Halloran-Koren said he was shocked to hear those details shared.<\/p>\n

“Appalled. Distraught. Angry at hearing the fact of those details being given to the public without me knowing and without any possible investigatory reason for giving that information out,” he explained.<\/p>\n

As investigators continue to search for answers, Halloran-Koren says he will continue sharing his cousin’s story.<\/p>\n

“I promised myself that I wouldn’t let Nicole’s name go in vain. I wouldn’t let her be just a victim of this monster,” he said. “We’ll never get closure on this. We’ll get an answer about what happened to her, but we’ll never get closure.”<\/p>\n
