Josh Shapiro, the Pennsylvania Department of Health (DOH) submitted\u00a0<a href=\"https:\/\/www.irrc.state.pa.us\/docs\/3490\/AGENCY\/3490PRO.pdf\" target=\"_blank\" rel=\"noopener nofollow\">a 502-page document with proposed regulations<\/a>\u00a0which would rewrite massive portions of the rules governing diseases in the commonwealth. If these proposals take effect, DOH would have broad new powers that would have a dramatic impact on the lives every Pennsylvanian by limiting your personal rights.<\/p>\n<p class=\"wp-block-paragraph\">These regulations were introduced by Gov. Shapiro\u2019s DOH with NO input from the general public and NO input from the legislative branch of the commonwealth. It\u2019s clear the regulations, if enacted, will infringe on the personal medical decisions and privacy of you and your family while also limiting the say of your local government by transferring power and authority to the executive branch of state government.<\/p>\n<p class=\"wp-block-paragraph\">We think it\u2019s important that you know these regulations are currently making their way through the rulemaking process and encourage you to make your voice heard.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"819\" height=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/09\/DOH-Regs-Infographic_FB_TW_IG-819x1024.png\" alt=\"Shapiro Power Grab\" class=\"wp-image-84605\" style=\"width:545px;height:auto\"  \/><\/p>\n<p>WHAT WOULD THE REGULATIONS DO?<\/p>\n<p class=\"wp-block-paragraph\">You can <a href=\"https:\/\/www.irrc.state.pa.us\/docs\/3490\/AGENCY\/3490PRO.pdf\" rel=\"nofollow noopener\" target=\"_blank\">review the proposed regulations for yourself<\/a>, but here are some of the most concerning parts:<\/p>\n<p>Expanding the authority of the Department of Health and local health agencies to enter any home, school, apartment, healthcare facility or other building without a warrant. (See p. 66, p. 208-209.)<\/p>\n<p>Giving the Department of Health the power to speak to a student in private without the consent or knowledge of a parent, and making it illegal for anyone to \u201cinterfere.\u201d (See p. 66-67, p. 211.)<\/p>\n<p>Giving the Department of Health greater authority to access a private citizen\u2019s health records. (See p. 67, p. 192.)<\/p>\n<p>Requiring healthcare providers to input every vaccination into a mandatory statewide government database. (See p. 60-61, p. 199-200.)<\/p>\n<p>Allowing the Department of Health to unilaterally issue statewide mask mandates and other disease mitigation measures. (See p. 65, p. 206-207.)<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/09\/DOH-Warrantless-Entry_FB_TW_IG-1024x1024.png\" alt=\"Warrantless Entry\" class=\"wp-image-84600\" style=\"width:519px;height:auto\"\/><\/p>\n<p>HOW DOES THE REGULATORY PROCESS WORK?<\/p>\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.irrc.state.pa.us\/\" rel=\"nofollow noopener\" target=\"_blank\">Independent Regulatory Review Commission<\/a> (IRRC), established by state law, reviews proposed and final regulations from Pennsylvania state agencies \u2013 like DOH. IRRC is currently reviewing these proposed regulations, and they are accepting comments from the public \u2013 so you can let them know what you think!<\/p>\n<p class=\"wp-block-paragraph\">IRRC has produced <a href=\"https:\/\/www.irrc.state.pa.us\/videos\/videos.cfm\" rel=\"nofollow noopener\" target=\"_blank\">a series of helpful videos<\/a> to help explain the regulatory process in Pennsylvania.<\/p>\n<p>CAN THESE REGULATIONS BE STOPPED?<\/p>\n<p class=\"wp-block-paragraph\">Yes! These regulations do NOT have to take effect. If enough concerned Pennsylvanians weigh in, one of three things can happen:<\/p>\n<p>Gov. Shapiro can withdraw them;<\/p>\n<p>DOH can withdraw them; or<\/p>\n<p>IRRC can reject them.<\/p>\n<p class=\"wp-block-paragraph\">Pennsylvania is the birthplace of freedom, and our citizens do not take this status lightly. When our commonwealth faced draconian shutdowns and overly restrictive mandates from state government during COVID, we joined together to empower Pennsylvania voters to have the final say on whether the governor\u2019s emergency powers should be limited through a constitutional amendment.<\/p>\n<p class=\"wp-block-paragraph\">These regulations represent a unilateral power grab by the executive branch that threatens our personal privacy rights.
