The project would add 127 apartments to a vacant lot immediately next to Interstate 280. <a href=\"https:\/\/sfyimby.com\/category\/tenderloin-neighborhood-development-corporation\" rel=\"nofollow noopener\" target=\"_blank\">Tenderloin Neighborhood Development Corporation<\/a> and <a href=\"https:\/\/sfyimby.com\/category\/young-community-developers\" rel=\"nofollow noopener\" target=\"_blank\">Young Community Developers<\/a> are jointly responsible for the project.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-44353\" src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/09\/249-Pennsylvania-Street-site-plan-illustration-by-LMS-Architects.jpg\" alt=\"249 Pennsylvania Avenue site plan, illustration by LMS Architects\" width=\"1500\" height=\"759\"  \/><\/p>\n<p class=\"wp-caption-text\">249 Pennsylvania Avenue site plan, illustration by LMS Architects<\/p>\n<p>The nine-story structure is expected to yield around 108,530 square feet, including 97,400 square feet for the rental housing. Unit types will include 38 studios, 15 one-bedrooms, 36 two-bedrooms, and 35 three-bedrooms. Parking will be included for 118 bicycles and no vehicles.<\/p>\n<p><a href=\"https:\/\/sfyimby.com\/category\/leddy-maytum-stacy-architects\" rel=\"nofollow noopener\" target=\"_blank\">Leddy Maytum Stacy Architects<\/a> is responsible for the design. The project team has yet to release renderings for the future project. The conceptual massing illustration shows an E-shaped apartment complex with the longer side facing I-280, and two small open-air courtyards facing Pennsylvania Avenue. The ground floor will include transparent floor-to-ceiling windows at the corner of Pennsylvania Avenue and Mariposa Street.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-7615\" src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/09\/249-Pennsylvania-Avenue-image-via-Google-Satellite.jpg\" alt=\"249 Pennsylvania Avenue, image via Google Satellite\" width=\"1500\" height=\"1000\"  \/><\/p>\n<p class=\"wp-caption-text\">249 Pennsylvania Avenue, image via Google Satellite<\/p>\n<p>Public records show the property last sold in 2023 to TNDC for $11.35 million. Construction is estimated to cost around $60 million, a figure not inclusive of all development costs. Previously, the developers have shared that construction could start as early as 2027, with move-ins by 2029.
