Shapiro\u2019s office says it can\u2019t."},"content":{"rendered":"<p>Listen to article \u2022\u00a00:00 min<\/p>\n<p class=\"inq-p text-primary  \">The Trump administration will be overhauling the SNAP program in two major steps, forcing Pennsylvania to pay more for the federal food program and jeopardizing those in need, according to Gov. <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/josh-shapiro\" rel=\"nofollow noopener\" target=\"_blank\">Josh Shapiro<\/a>\u2019s office.<\/p>\n<p class=\"inq-p text-primary  \">The first phase begins Oct. 1, when states will have to pay for 75% of the expense of administering the Supplemental Nutrition Assistance Program, an end to the 50-50 cost-sharing relationship between the federal government and the states that existed for decades. <\/p>\n<p class=\"inq-p text-primary  \">The second and more dramatic change is scheduled to commence a year from now, when the Trump administration demands that states pay for a portion of SNAP benefits \u2014 an unprecedented arrangement that could put Pennsylvania on the hook for as much as $400 million of the approximately<a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/governor\/newsroom\/2025-press-releases\/gov-shapiro-mobilizing-over--7m-state-and-private-funds-for-food\" target=\"_blank\" rel=\"nofollow noopener\"> $4 billion<\/a> the state receives in SNAP benefits annually.<\/p>\n<p class=\"inq-p text-primary  \">That\u2019s a price the state is not ready to pay.<\/p>\n<p class=\"inq-p text-primary  \">\u201cPennsylvania\u2019s state budget cannot make up for huge cuts to federal SNAP funding that will shift these costs onto states,\u201d Shapiro spokesperson Rosie Lapowsky said in a statement. \u201cAnd those cuts risk leaving hungry Pennsylvanians without food assistance.\u201d<\/p>\n<p class=\"inq-p text-primary  \">The Trump administration plan, part of<a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/snap-benefits-philadelphia-pennsylvania-big-beautiful-bill-20260130.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/snap-benefits-philadelphia-pennsylvania-big-beautiful-bill-20260130.html\"> President <\/a><a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/donald-trump\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump<\/a>\u2019s One Big Beautiful Bill Act, is roiling <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/democratic-party\" rel=\"nofollow noopener\" target=\"_blank\">Democrats<\/a> and SNAP advocates who view it as an effort to weaken the food benefits program by saddling Pennsylvania and other states with the responsibility of paying for something they cannot afford.<\/p>\n<p class=\"inq-p text-primary  \">In anticipation of the first new rule going into effect in two weeks, Shapiro earmarked $87 million in the state budget to administer the SNAP program in the state, which includes paying for operating expenses. <\/p>\n<p class=\"inq-p text-primary  \">Burdening states with increased financial demands is \u201ccatastrophic,\u201d said St. Joseph\u2019s University sociologist Maria Kefalas. <\/p>\n<p class=\"inq-p text-primary  \">Kefalas said it will force states to make drastic moves to make up for lost dollars, including making eligibility rules harder and shrinking benefits. <\/p>\n<p class=\"inq-p text-primary  \">\u201cThe pressure on states to push people off SNAP will be tremendous,\u201d she said. \u201cThe Trump act was written to shift blame for cuts to safety-net programs from the federal government to the states. Now, the states will be seen as the bad guys.\u201d <\/p>\n<p class=\"inq-p text-primary  \">The original even split for administrative costs had the state and the federal government each paying $250 million in SNAP administrative costs, according to the Pennsylvania Independent Fiscal Office (IFO), a nonpartisan legislative agency that analyzes budgetary issues. But after Sept. 30, the state could be looking at as much as a $125 million increase in payments annually, IFO figures show. <\/p>\n<p class=\"inq-p text-primary  \">Shapiro\u2019s $87 million budget infusion covers that increase for a portion of the state fiscal year, said Brandon Cwalina, press secretary for the Pennsylvania Department of Human Services, which oversees SNAP. <\/p>\n<p class=\"inq-p text-primary  \">The Trump administration says that by forcing states to put skin in the game, it is incentivizing them to cut waste, fraud, and abuse in the program.<\/p>\n<p class=\"inq-p text-primary  \">\u201cPresident Trump is strengthening SNAP for the Americans who need it by ensuring these programs are sustainable for future generations,\u201d White House spokesperson Anna Kelly said in a statement.<\/p>\n<p class=\"inq-p text-primary  \">She added that the One Big Beautiful Bill Act implements \u201creasonable\u201d cost-sharing measures with states. <\/p>\n<p class=\"inq-p text-primary  \">Kelly also said that by signing the bill into law, Trump is \u201cuplifting every American\u2019s financial situation by passing the largest tax cut in history.\u201d<\/p>\n<p class=\"inq-p text-primary  \">But concern is growing that by compensating for SNAP shortfalls, states will pull funds from other sources. <\/p>\n<p class=\"inq-p text-primary  \">\u201cDoes this mean money will be taken from police, courts, and other critical functions to pay for SNAP?\u201d asked State Sen. <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/art-haywood\" rel=\"nofollow noopener\" target=\"_blank\">Art Haywood<\/a>, the top Democrat on the Health and Human Services Committee, who represents part of Philadelphia and <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/montgomery-county\" rel=\"nofollow noopener\" target=\"_blank\">Montgomery County<\/a>.<\/p>\n<p>Error rates<\/p>\n<p class=\"inq-p text-primary  \">How much the state will have to pay in SNAP benefits in October 2027 depends on its payment error rate, a measure of overpayments and underpayments of benefits.<\/p>\n<p class=\"inq-p text-primary  \">Error rates are largely unintentional and are<a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.fna.usda.gov\/snap\/qc\" target=\"_blank\" rel=\"nofollow noopener\"> not fraud<\/a>, according to the Food and Nutrition Administration of the U.S. Department of Agriculture, which runs the SNAP program.<\/p>\n<p class=\"inq-p text-primary  \">\u201cIt\u2019s like doing your taxes and accidentally switching numbers,\u201d said Ann Sanders, director of public benefits policy and programs for Just Harvest, a Pittsburgh-based anti-hunger nonprofit. \u201cNot a crime, just a mistake.\u201d <\/p>\n<p class=\"inq-p text-primary  \">In fiscal 2025, Pennsylvania\u2019s error rate was 9.2%, mostly representing overpayments, said IFO director Matt Knittel. <\/p>\n<p class=\"inq-p text-primary  \">Even though it is below the national error rate of 10.6%, if the 9.2% level holds, Pennsylvania could be made to pay as much as $400 million a year when the new rule takes effect, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.ifo.state.pa.us\/releases\/954\/SNAP-Update-Payment-Error-Rate-Declines\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.ifo.state.pa.us\/releases\/954\/SNAP-Update-Payment-Error-Rate-Declines\/\">IFO <\/a>figures show.<\/p>\n<p class=\"inq-p text-primary  \">\u201cThese are costs Gov. Shapiro has<a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/agencies\/pda\/newsroom\/shapiro-administration-highlights-how-snap-funding-cuts-will-hur\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.pa.gov\/agencies\/pda\/newsroom\/shapiro-administration-highlights-how-snap-funding-cuts-will-hur\"> made clear<\/a> we cannot backfill,\u201d Cwalina said. The Shapiro administration, which has had some success lowering error rates, has <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/agencies\/dhs\/newsroom\/new-tools-to-improve-customer-experience\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.pa.gov\/agencies\/dhs\/newsroom\/new-tools-to-improve-customer-experience\">introduced<\/a> new technology that helps flag potential errors before incorrect payments are made.<\/p>\n<p class=\"inq-p text-primary  \">The reorganization of SNAP\u2019s functions and financing comes during an ongoing affordability crisis, said George Matysik, executive director of the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.sharefoodprogram.org\/?utm_source=google&amp;utm_medium=cpc&amp;utm_campaign=22259359562&amp;utm_content=&amp;gad_source=1&amp;gad_campaignid=23807790122&amp;gbraid=0AAAAACr0wkz8eCOjgB_ZQW65Hm6FS2xwX&amp;gclid=Cj0KCQjwteTUBhD4ARIsAEYjs3qGUD3qk8BFgLjIWDeDRDVXHu3yyCTrOOQUPPuqY9oyvwZ3hjDxz-0aAjrJEALw_wcB\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.sharefoodprogram.org\/?utm_source=google&amp;utm_medium=cpc&amp;utm_campaign=22259359562&amp;utm_content=&amp;gad_source=1&amp;gad_campaignid=23807790122&amp;gbraid=0AAAAACr0wkz8eCOjgB_ZQW65Hm6FS2xwX&amp;gclid=Cj0KCQjwteTUBhD4ARIsAEYjs3qGUD3qk8BFgLjIWDeDRDVXHu3yyCTrOOQUPPuqY9oyvwZ3hjDxz-0aAjrJEALw_wcB\">Share Food Program,<\/a> which supplies many food pantries in the Philadelphia area.<\/p>\n<p class=\"inq-p text-primary  \">\u201cInstead of the federal government helping to solve it, it\u2019s just passing the buck onto the consumer,\u201d he said. \u201cPrices are going up, while Washington punches down on the working class.\u201d<\/p>\n<p class=\"inq-p text-primary  \">While the new changes have yet to kick in, Trump\u2019s One Big Beautiful Bill Act has already <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/food-insecurity-hinger-snap-trump-federal-reserve-study-20260617.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/food-insecurity-hinger-snap-trump-federal-reserve-study-20260617.html\">altered SNAP<\/a> to help pay for his tax cut.<\/p>\n<p class=\"inq-p text-primary  \">The administration has expanded work and documentation requirements for SNAP recipients, resulting in millions of people seeing their benefits lowered or eliminated.<\/p>\n<p class=\"inq-p text-primary  \">Nationwide, between July 2025 and May, SNAP rolls have decreased by more than 5 million people, or 12%, according to the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.cbpp.org\/blog\/states-first-ever-bill-for-snap-benefits-could-cost-billions\" rel=\"nofollow noopener\" target=\"_blank\">Center on Budget and Policy Priorities<\/a>, a left-leaning Washington-based think tank. <\/p>\n<p class=\"inq-p text-primary  \">As of July, the latest Pennsylvania DHS estimates show that 94,200 people have lost benefits since Trump\u2019s law took effect.<\/p>\n<p class=\"inq-p text-primary  \">The changing contours of the SNAP program worry legislators accustomed to its normally steady rhythms.<\/p>\n<p class=\"inq-p text-primary  \">\u201cThere was a 60-year-long partnership between the federal government and the states on SNAP, without problems,\u201d Haywood said.<\/p>\n<p class=\"inq-p text-primary  \">\u201cSNAP worked well since it got its start in 1964.
