{"id":291807,"date":"2026-09-22T21:34:09","date_gmt":"2026-09-22T21:34:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/291807\/"},"modified":"2026-09-22T21:34:09","modified_gmt":"2026-09-22T21:34:09","slug":"pennie-aca-health-plan-rates-are-going-up-an-average-of-16-in-2027","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/291807\/","title":{"rendered":"Pennie ACA health plan rates are going up an average of 16% in 2027"},"content":{"rendered":"<p>Listen to article \u2022\u00a00:00 min<\/p>\n<p class=\"inq-p text-primary  \">People who buy health insurance through Pennsylvania\u2019s Affordable Care Act marketplace, Pennie, can expect double-digit rate increases next year.<\/p>\n<p class=\"inq-p text-primary  \">The Pennsylvania Insurance Department has finalized an average <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/health\/pennie-health-insurance-proposed-rate-increases-2027-pennsylvania-20260728.html#loaded\" target=\"_blank\" rel=\"nofollow noopener\">rate increase<\/a> of 16% for Pennie health plans sold to individuals and families. Premiums for small business plans will go up an average of 10%.<\/p>\n<p class=\"inq-p text-primary  \">\u201cWe understand that these rate increases are rough on Pennsylvania families and businesses, and we fought insurers for every savings we could reasonably assert,\u201d Pennsylvania Insurance Commissioner Michael Humphreys said Friday in a statement. <\/p>\n<p class=\"inq-p text-primary  \">Insurers had requested an average rate increase of 17% for individual plans and 11% for small-business plans.<\/p>\n<p class=\"inq-p text-primary  \">The rate increases reflect rising healthcare and prescription drug costs, Humphreys said. <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/health\/medicaid-cuts-affordable-care-act-pennsylvania-uninsured-20250603.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/health\/medicaid-cuts-affordable-care-act-pennsylvania-uninsured-20250603.html\">Federal Medicaid cuts<\/a> and the loss of a key financial incentive program for ACA plans are expected to continue driving up the number of people who are uninsured, raising costs across the healthcare system and contributing to higher insurance prices.<\/p>\n<p class=\"inq-p text-primary  \">Insurers are <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.healthcare.gov\/health-care-law-protections\/rate-review\/\" target=\"_blank\" rel=\"nofollow noopener\">required by law<\/a> to spend 80% of the money they collect through premiums on healthcare for members. <\/p>\n<p class=\"inq-p text-primary  \">New Jersey\u2019s Department of Banking and Insurance has not released 2027 rates for the state\u2019s ACA marketplace, Get Covered New Jersey.<\/p>\n<p>Pennie cost pressures<\/p>\n<p class=\"inq-p text-primary  \">The 2027 rate increases follow <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/health\/pennie-health-insurance-costs-hike-20251016.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/health\/pennie-health-insurance-costs-hike-20251016.html\">massive price hikes<\/a> in ACA marketplaces this year, after Congress failed to extend a critical financial incentive program. The cost of a Pennie health plan more than doubled for many in 2026, and at least <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/health\/pennie-pennsylvania-healthcare-plan-cost-coverage-dropped-20260609.html\" target=\"_blank\" rel=\"nofollow noopener\">177,000 people have dropped coverage<\/a> as a result. <\/p>\n<p class=\"inq-p text-primary  \">Before their elimination, the so-called enhanced premium tax credits ensured that no one paid more than 8.5% of their income on an ACA premium. The credits had been renewed annually since being introduced in 2021, but expired at the beginning of last year after <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/republican-party\" rel=\"nofollow noopener\" target=\"_blank\">Republicans<\/a> refused to approve them for another year. <\/p>\n<p class=\"inq-p text-primary  \">Patient advocates said they are concerned that another price hike will make insurance unaffordable for even more people. Representatives of Affordable Healthcare for PA, a coalition of patients, community members, and advocates, said they would push to make insurance affordability and the expired tax credit program a central issue in the upcoming <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-midterm-elections-2026-key-races-20260904.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-midterm-elections-2026-key-races-20260904.html\">midterm elections<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">\u201cThis is a five-alarm fire,\u201d said Alisha Hoffman-Mirilovich, a coalition member and executive director of Action Together NEPA, a nonprofit that advocates for progressive healthcare policies. <\/p>\n<p class=\"inq-p text-primary  \">\u201cYou don\u2019t need to be an economist to understand that when health insurance costs skyrocket while wages remain stagnant, people are going to suffer in very real ways,\u201d she said. <\/p>\n<p class=\"inq-p text-primary  \">Pennie executive director <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/devon\" rel=\"nofollow noopener\" target=\"_blank\">Devon<\/a> Trolley urged people currently insured through Pennie to review their coverage during fall open enrollment. Prices vary depending on age, income level, and geography. <\/p>\n<p class=\"inq-p text-primary  \">Income-based tax credits remain available as part of the ACA for people earning up to <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/aspe.hhs.gov\/sites\/default\/files\/documents\/dd73d4f00d8a819d10b2fdb70d254f7b\/detailed-guidelines-2025.pdf\" target=\"_blank\" rel=\"nofollow noopener\">400% of the federal poverty level<\/a> \u2014 about $62,600 a year for an individual or $128,600 for a family of four.<\/p>\n<p class=\"inq-p text-primary  \">Pennie\u2019s open enrollment runs Nov. 1 through Jan. 15.
