Josh Shapiro to run for president in 2028"},"content":{"rendered":"<p>Listen to article \u2022\u00a00:00 min<\/p>\n<p class=\"inq-p text-primary  \">Voters in the nation\u2019s most contested swing state are split on whether Gov. <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/josh-shapiro\" rel=\"nofollow noopener\" target=\"_blank\">Josh Shapiro<\/a> should pursue a White House bid in 2028.<\/p>\n<p class=\"inq-p text-primary  \">About the same proportion of likely Pennsylvania voters say they want Shapiro, a first-term Democrat seeking reelection this year, to run for president as those who don\u2019t \u2014 43% to 44%, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.nytimes.com\/interactive\/2026\/09\/24\/polls\/times-inquirer-siena-pa-poll-lv-crosstabs.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nytimes.com\/interactive\/2026\/09\/24\/polls\/times-inquirer-siena-pa-poll-lv-crosstabs.html\">according to a poll by The Inquirer, the New York Times, and Siena University<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">Almost two-thirds, 64%, of self-identified <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/democratic-party\" rel=\"nofollow noopener\" target=\"_blank\">Democrats<\/a> back Shapiro seeking higher office, a strong consolidation of support within the party\u2019s base that still leaves room for other prospective candidates. But more than one in five <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/republican-party\" rel=\"nofollow noopener\" target=\"_blank\">Republicans<\/a> also support a potential White House run by the governor, a sign of Shapiro\u2019s moderate appeal in a key battleground state.<\/p>\n<p class=\"inq-p text-primary  \">Those who want him to run ranked his character and competence as their highest factors, with 41% of respondents giving those as reasons they would want him to run. Nearly 20% said they were satisfied with Shapiro\u2019s performance as governor.<\/p>\n<p class=\"inq-p text-primary  \">\u201cI like him. No scandals. He\u2019s an honest man, and he has a nice, wonderful family, and he doesn\u2019t lie,\u201d said Michael Koller, a 77-year-old Democrat in Pittsburgh. \u201cI think he\u2019s helped the people of Pennsylvania just by being a good governor.\u201d <\/p>\n<p class=\"inq-p text-primary  \">The survey, conducted Sept. 15 to 21, comes just six weeks before his matchup against Republican State Treasurer <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/stacy-garrity\" rel=\"nofollow noopener\" target=\"_blank\">Stacy Garrity<\/a>, whom <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/election\/stacy-garrity-pennsylvania-governor-josh-shapiro-20260924.html\" target=\"_blank\" rel=\"nofollow noopener\">he has far outpaced in both polling<\/a> and <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-campaign-fundraising-reelection-20260922.html\" target=\"_blank\" rel=\"nofollow noopener\">fundraising<\/a>. It also arrives before any prominent Democrats have formally declared candidacy for the nation\u2019s highest office, with nearly all <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.nytimes.com\/2026\/09\/22\/us\/politics\/aoc-2028-presidential-race.html?smid=nytcore-ios-share\" target=\"_blank\" rel=\"nofollow noopener\">vowing to wait<\/a> until <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.nytimes.com\/2026\/09\/21\/us\/politics\/ro-khanna-is-the-lefts-busiest-midterm-surrogate-can-he-raise-his-own-profile-too.html\" target=\"_blank\" rel=\"nofollow noopener\">after the midterm<\/a> elections to make a decision.<\/p>\n<p class=\"inq-p text-primary  \">Shapiro has said he is laser-focused on winning in November as well as helping fellow <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-pennsylvania-democratic-party-candidates-20260718.html\" target=\"_blank\" rel=\"nofollow noopener\">Democrats flip<\/a> four hotly contested U.S. House seats and <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-midterm-elections-2026-key-races-20260904.html\" target=\"_blank\" rel=\"nofollow noopener\">take over the state Senate<\/a> for the first time in more than 30 years. But his <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-campaign-fundraising-reelection-20260922.html\" target=\"_blank\" rel=\"nofollow noopener\">fundraising prowess<\/a> and recent book publication suggest he is well positioned for a run. In interviews with reporters, Shapiro has never outright denied his interest to become commander in chief.<\/p>\n<p class=\"inq-p text-primary  \">And yet despite Shapiro\u2019s 60% job approval rating in a politically divided state, poll respondents highlighted the disconnect between his relatively high popularity as governor, where he is focused on the needs of Pennsylvanians, and their interest in him as a possible president, who would oversee the entire country and control foreign policy.<\/p>\n<p>A balancing act on Israel<\/p>\n<p class=\"inq-p text-primary  \">Kathrine Sidiqi, 77, a Democrat who lives in <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/delaware-county\" rel=\"nofollow noopener\" target=\"_blank\">Delaware County<\/a>, regards Shapiro as a \u201ccompetent governor\u201d who impressed her with a quick reopening of <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/i-95\" rel=\"nofollow noopener\" target=\"_blank\">I-95<\/a> in 2023 after a fiery gasoline tanker crash threatened to close the transportation corridor for months. He expedited government procedures and got it reopened in <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/transportation\/inq2\/i95-road-closure-repairs-philadelphia-20230630.html\" target=\"_blank\" rel=\"nofollow noopener\">just 12 days<\/a>. \u201cStuff works,\u201d she said.<\/p>\n<p class=\"inq-p text-primary  \">However, when asked if she would support Shapiro for president, Sidiqi said no.<\/p>\n<p class=\"inq-p text-primary  \">\u201cI am Muslim, and he is too much of a supporter of Israel for me to do that,\u201d she said. \u201cI have nothing against him being Jewish \u2026 but he seems to have an outdated opinion of what\u2019s going on.\u201d<\/p>\n<p class=\"inq-p text-primary  \">Sidiqi said she does not want the U.S. to provide any taxpayer money for weapons to Israel, a view shared with 60% of Pennsylvania likely voters who are against providing additional American economic and military support to Israel, according to the poll. <\/p>\n<p class=\"inq-p text-primary  \">Among Democrats, whom Shapiro would first need to win over in a presidential run, 63% of poll respondents said they would support a candidate who opposed aid to Israel.<\/p>\n<p class=\"inq-p text-primary  \">More than 70,000 Palestinians have been killed and nearly all Gazans have been displaced in the three years since Israel launched its war against Hamas, the militant group that carried out the Oct. 7, 2023, terror attack that killed more than 1,200 people, according to the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/israeli-palestinian-conflict\" target=\"_blank\" rel=\"nofollow noopener\">Council on Foreign Relations<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">The war in Gaza has bitterly divided Shapiro\u2019s party, and his positions on Israel may have a played a role in preventing his nomination as vice president in 2024. Shapiro in his book <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/nation\/josh-shapiro-book-kamala-harris-vice-president-20260118.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/nation\/josh-shapiro-book-kamala-harris-vice-president-20260118.html\">called questions<\/a> about his relationship with Israel from Vice President <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/kamala-harris\" rel=\"nofollow noopener\" target=\"_blank\">Kamala Harris<\/a>\u2019 team \u201coffensive.\u201d<\/p>\n<p class=\"inq-p text-primary  \">Shapiro, Pennsylvania\u2019s third Jewish governor, has said his views on the topic have evolved from when he was in college and wrote that peace with <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/election\/josh-shapiro-israel-gaza-peace-column-vice-president-20240802.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/election\/josh-shapiro-israel-gaza-peace-column-vice-president-20240802.html\">Palestinians was \u201cnot possible<\/a>.\u201d The governor now favors <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/whyy.org\/articles\/governor-josh-shapiro-vice-president-israel-antisemitism-palestine-gaza\/\" target=\"_blank\" rel=\"nofollow noopener\">a two-state solution<\/a>, with Israelis and Palestinians \u201cliving peacefully side by side, being able to determine their own futures and their own destiny.\u201d <\/p>\n<p class=\"inq-p text-primary  \">He has been a <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.politico.com\/news\/magazine\/2026\/05\/27\/josh-shapiro-antisemitism-2028-democrats-00936671\" target=\"_blank\" rel=\"nofollow noopener\">vocal critic of Israeli Prime Minister Benjamin Netanyahu<\/a>, calling him a \u201cdestructive force\u201d who has undermined U.S. and Israeli relations.<\/p>\n<p class=\"inq-p text-primary  \">The governor has also repeatedly spoken out against antisemitism at campus protests against Israel and called for an encampment at the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/university-of-pennsylvania\" rel=\"nofollow noopener\" target=\"_blank\">University of Pennsylvania<\/a> to be <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/josh-shapiro-penn-encampment-20240510.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/josh-shapiro-penn-encampment-20240510.html\">disbanded in 2024. <\/a><\/p>\n<p class=\"inq-p text-primary  \">Multiple respondents brought up Shapiro\u2019s Jewish faith unprompted \u2014 sometimes in connection with Israel \u2014 and questioned whether the country is ready for a Jewish president. <\/p>\n<p class=\"inq-p text-primary  \">\u201cI think a Jewish candidate is going to have a hard time winning the election,\u201d said Michael Biello, a 68-year-old Democrat in Philadelphia. \u201cI like his views. I like his policies. I like everything. I just think his religious affiliation will stop him from winning because I think the rest of the country, especially the middle of the country, will rally against him.\u201d<\/p>\n<p class=\"inq-p text-primary  \">Shapiro is one of several potential contenders who could make history as the first Jewish president, along with former Chicago Mayor Rahm Emanuel, Illinois Gov. JB Pritzker, Georgia Sen. Jon Ossoff, and Michigan Sen. Elissa Slotkin.<\/p>\n<p class=\"inq-p text-primary  \">Shapiro has spoken frequently about <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/a\/josh-shapiro-jewish-faith-support-20260316.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/a\/josh-shapiro-jewish-faith-support-20260316.html\">his faith<\/a> and <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-charlie-kirk-cox-governor-20260910.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-charlie-kirk-cox-governor-20260910.html\">his experiences with antisemitism<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">An arsonist \u2014 who said in a 911 call he would \u201cnot take part in [Shapiro\u2019s] plans for what he wants to do to the Palestinian people \u2014 <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/crime\/a\/josh-shapiro-mansion-arson-fire-timeline-20250418.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/crime\/a\/josh-shapiro-mansion-arson-fire-timeline-20250418.html\">attacked the governor\u2019s mansion last year<\/a> during Passover while Shapiro and his family were inside. (The arsonist\u2019s family said he had spiraled into a mental health crisis.) Since then, Shapiro said, there have been a <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-charlie-kirk-cox-governor-20260910.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-charlie-kirk-cox-governor-20260910.html\">half dozen more terroristic threats against him<\/a> and his wife \u201cbecause of how I worship.\u201d<\/p>\n<p class=\"inq-p text-primary  \">In his memoir, Where We Keep The Light, published earlier this year, Shapiro wrote that since the Oct. 7 attack in Israel, he and his family \u201cfeel both a responsibility and pride demonstrating our faith and living it out loud.\u201d<\/p>\n<p class=\"inq-p text-primary  \">Hailey Brinnel, who is Jewish, said she does not believe Shapiro\u2019s faith alone would hinder a potential campaign.<\/p>\n<p class=\"inq-p text-primary  \">\u201cPeople didn\u2019t think New York was ready for a Muslim mayor,\u201d she said, referring to the 2025 election of Mayor Zohran Mamdani. \u201cNew York right now has really been changing what I come to think of as someone who\u2019s electable. So I do not think it\u2019s out of the question now.\u201d<\/p>\n<p class=\"inq-p text-primary  \">Brinnel, a 31-year-old Democrat, said she will \u201calways love\u201d Shapiro and said she believes he has strong appeal to older, more centrist Democrats. But she is more interested in whether ideologically progressive candidates are electable.<\/p>\n<p class=\"inq-p text-primary  \">\u201cAfter seeing the success of Zohran Mamdani and different democratic socialists, it makes me at least curious if we should be moving in a more progressive direction.\u201d<\/p>\n<p>How does Shapiro compare with Trump and Vance?<\/p>\n<p class=\"inq-p text-primary  \">Several respondents highlighted Shapiro\u2019s support for education, healthcare, and business development work during his first term as governor as reasons he would make a good president. His recent orders on data centers, which face <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/data-centers-poll-support-pennsylvania-midterms-candidate-20260826.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/data-centers-poll-support-pennsylvania-midterms-candidate-20260826.html\">majority opposition in Pennsylvania<\/a>, have also been a point in his favor among voters.<\/p>\n<p class=\"inq-p text-primary  \">Despite his <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-data-center-support-election-20260811.html\" target=\"_blank\" rel=\"nofollow noopener\">early embrace of data centers<\/a>, Shapiro in August issued what he called some of<a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-pennsylvania-data-centers-states-20260821.html\" target=\"_blank\" rel=\"nofollow noopener\"> the nation\u2019s \u201cstrictest guardrails<\/a>,\u201d <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-pennsylvania-data-centers-states-20260821.html\" target=\"_blank\" rel=\"nofollow noopener\">requiring developers<\/a> to get local approval, bring their own power, and hire and train local workers.<\/p>\n<p class=\"inq-p text-primary  \">\u201cI appreciate that he went and he asked what other people wanted, and then he advocated against the data centers,\u201d said Mac Alasad-Murphy, a 27-year-old attorney in <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/haverford\" rel=\"nofollow noopener\" target=\"_blank\">Haverford<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">Alasad-Murphy, a Democrat, said she believes Shapiro is capable of approaching complicated situations by listening with a careful and cautious ear.<\/p>\n<p class=\"inq-p text-primary  \">\u201cHe does a really good job of meeting with the people and trying to get an understanding of what the community he\u2019s serving actually wants,\u201d she said.<\/p>\n<p class=\"inq-p text-primary  \">Shapiro\u2019s 63% favorability rating trounces that of President <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/donald-trump\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump<\/a>, who has <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/abcnews.com\/Politics\/data-reign-trump-stands-firmly-controversial-data-centers\/story?id=136092127\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/abcnews.com\/Politics\/data-reign-trump-stands-firmly-controversial-data-centers\/story?id=136092127\">pushed for more data center construction<\/a> even amid opposition from Republican voters. As gas prices climb to $4.55 in Philadelphia, just 38% of likely Pennsylvania voters have a favorable view of the president while they see him taking little action on the economy and cost-of-living concerns, their top issues.<\/p>\n<p class=\"inq-p text-primary  \">Vice President <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/jd-vance\" rel=\"nofollow noopener\" target=\"_blank\">JD Vance<\/a> has a slightly higher favorability rating than Trump, 44%, as he is increasingly seen as the Republican front-runner in a 2028 primary. Almost half of respondents view Vance very or somewhat unfavorably.<\/p>\n<p class=\"inq-p text-primary  \">Among voters in the poll who opposed a potential Shapiro run, 21% said they dislike him personally and 19% they dislike his policies and views.<\/p>\n<p class=\"inq-p text-primary  \">Susan Roller, 72, of Lancaster, disagrees with Shapiro\u2019s support for abortion access and <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/inquirer-poll-kennedy-measles-shapiro-vaccines-20260925.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/inquirer-poll-kennedy-measles-shapiro-vaccines-20260925.html\">vaccine policy<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">\u201cOur current governor doesn\u2019t respect life at all stages, especially pre-born children, and is trying to push through a lot of health initiatives that would take away our freedom of choice,\u201d said Roller, who is a Republican. <\/p>\n<p class=\"inq-p text-primary  \">Many of those surveyed said they are interested in seeing who else throws their hat in the ring before deciding whom to get behind in 2028. Democrats mentioned included <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.phillyvoice.com\/andy-beshear-go-and-do-likewise-free-library-philadelphia\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.phillyvoice.com\/andy-beshear-go-and-do-likewise-free-library-philadelphia\/\">Kentucky Gov. Alexandria Ocasio-Cortez of New York<\/a> \u2014 all of whom have made visits to Pennsylvania this year. <\/p>\n<p class=\"inq-p text-primary  \">Before making her decision, with the 2028 primaries more than a year away, Alasad-Murphy, the Haverford voter, said she wants to understand Shapiro\u2019s plan to tackle the country\u2019s biggest problems.<\/p>\n<p class=\"inq-p text-primary  \">\u201cI couldn\u2019t say just because I like him and I like what he\u2019s done for Pennsylvania that I would like what he might do for the country. Those are two completely different things,\u201d she said.<\/p>\n<p class=\"inq-p text-primary  \">But his temperament and willingness to work across partisan lines to pass legislation go a long way, she said.<\/p>\n<p class=\"inq-p text-primary  \">\u201cHe\u2019s very level-headed. He\u2019s very respectful toward others, even when they don\u2019t see eye to eye.
