DAs have fractured relationship with civilian child predator tracker"},"content":{"rendered":"<p>Some Pennsylvania DAs have fractured relationship with civilian child predator tracker<\/p>\n<p data-node-id=\"0\">A series of cases in Pennsylvania is intensifying a statewide debate over self-described \u201cpredator hunters\u201d and whether civilian sting operations help catch dangerous people or create legal problems for prosecutors.<\/p>\n<p data-node-id=\"1\">814PredHunters, a group with Pittsburgh roots that operates across the state, says it is trying to identify people before children are harmed. But some district attorneys say civilian stings can compromise evidence and put the public in danger.<\/p>\n<p>Lack of action sparks criticism<\/p>\n<p data-node-id=\"3\">The issue is playing out in Beaver County, where Ronald Antolik Jr. is in jail after police say he tried to lure a 14-year-old girl into his truck while she walked home from school. Police say he resisted arrest and was armed with a gun and sword.<\/p>\n<p data-node-id=\"4\">814PredHunters says it warned police about Antolik two months earlier and criticized Beaver County District Attorney Nate Bible for not charging him then. <\/p>\n<p data-node-id=\"5\">\u201cBecause of how passionate I am about locking up child predators and how big of a priority I\u2019ve made this in my office, it\u2019s insulting to me,\u201d Bible said. \u201cAnd it really bothers me to hear, you know, some of the things that people are saying.\u201d<\/p>\n<p data-node-id=\"6\">Bible points to Pennsylvania\u2019s unlawful-contact law, which generally applies when someone contacts an actual minor \u2014 or a law enforcement officer posing as one \u2014 for a prohibited sexual purpose. He says the statute does not expressly include an ordinary private citizen posing as a child.<\/p>\n<p data-node-id=\"7\">That distinction has led some judges and prosecutors to conclude that a completed unlawful-contact charge cannot rely only on communications between an adult suspect and an adult civilian decoy.<\/p>\n<p data-node-id=\"8\">\u201cCommunications between two grown men. They know at this point that is not a crime,\u201d Bible said. \u201cThere\u2019s nothing we can do with that. Sure, can we keep an eye on this guy? Yes. And then when he actually commits a crime, we can pick him up, which is what happened.\u201d<\/p>\n<p><img src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/10\/cbbdd133-97ff-4643-b520-3bc7ce844e0d.jpg\" alt=\"\" width=\"100%\" height=\"auto\" decoding=\"async\" loading=\"lazy\" draggable=\"true\" class=\"css-fphibt\"\/><\/p>\n<p>Hearst Owned814PredHunters<\/p>\n<p><img src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/10\/cbbdd133-97ff-4643-b520-3bc7ce844e0d.jpg\" alt=\"\" width=\"100%\" height=\"auto\" decoding=\"async\" loading=\"lazy\" class=\"css-hr9vxw\"\/>Another DA dispute<\/p>\n<p data-node-id=\"11\">The same conflict has spilled into Westmoreland County. Earlier this month, 814PredHunters and its supporters protested outside the county courthouse and District Attorney Nicole Ziccarelli\u2019s office, accusing her of failing to pursue cases developed through the group\u2019s operations.<\/p>\n<p data-node-id=\"12\">Founder Brian Knepp said the group attempted at least seven operations in Westmoreland County without getting the charges he believes the evidence warranted.<\/p>\n<p data-node-id=\"13\">\u201cThere have been multiple actual victims that, in my eyes, have not gotten justice,\u201d Knepp said.<\/p>\n<p data-node-id=\"14\">One case cited by the group involved David Landman, who earlier this month agreed to a plea deal with no jail time after being accused in 2022 by Greensburg police of sexually abusing a girl in his care.<\/p>\n<p><img src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/10\/2a3e06b0-496c-415c-a2ca-51a3d395039b.jpg\" alt=\"\" width=\"100%\" height=\"auto\" decoding=\"async\" loading=\"lazy\" draggable=\"true\" class=\"css-fphibt\"\/><img src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/10\/2a3e06b0-496c-415c-a2ca-51a3d395039b.jpg\" alt=\"\" width=\"100%\" height=\"auto\" decoding=\"async\" loading=\"lazy\" class=\"css-hr9vxw\"\/><\/p>\n<p data-node-id=\"16\">Ziccarelli said in a statement that missing transcripts and the lack of a victim able to testify raised concerns about whether the risks outweighed the reward.<\/p>\n<p data-node-id=\"17\">\u201cWould a swing and a miss on a case ending in a mistrial be justice for our victim?\u201d the statement said. \u201cWe don\u2019t think so.\u201d<\/p>\n<p><img src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/10\/ce89a847-fc95-4557-bef9-743f200fc8be.jpg\" alt=\"\" width=\"100%\" height=\"auto\" decoding=\"async\" loading=\"lazy\" draggable=\"true\" class=\"css-fphibt\"\/><img src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/10\/ce89a847-fc95-4557-bef9-743f200fc8be.jpg\" alt=\"\" width=\"100%\" height=\"auto\" decoding=\"async\" loading=\"lazy\" class=\"css-hr9vxw\"\/>What Pennsylvania law says<\/p>\n<p data-node-id=\"20\">Pennsylvania\u2019s criminal-attempt law allows charges if prosecutors can prove someone intended to commit a specific crime and took a serious step toward doing it. The law also recognizes \u201cfactual impossibility,\u201d meaning it may not be a defense if the crime could not actually be completed.<\/p>\n<p data-node-id=\"21\">That became important in the 2025 case Commonwealth v. Aguilar, which involved one of the civilian predator hunter groups. The Pennsylvania Superior Court said some attempt charges may move forward even without a real child or a police officer posing as one.<\/p>\n<p data-node-id=\"22\">But prosecutors still must consider the specific charge, intent, whether there was a serious step toward the crime and whether the evidence is complete and admissible in court.<\/p>\n<p data-node-id=\"23\">That is why district attorneys in different counties may handle these cases differently.<\/p>\n<p>Lancaster County native case<\/p>\n<p data-node-id=\"25\">In one case this spring, the group says it began communicating with Ethan Henry, a 25-year-old man from Lancaster County, using a decoy presented as a 15-year-old girl. The group says Henry drove about three hours to a convenience-store parking lot in Clearfield County, where Curwensville police were waiting.<\/p>\n<p><img src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/10\/ad4ddcd8-b460-4246-b4ea-b93abeaa0433.png\" alt=\"\" width=\"100%\" height=\"auto\" decoding=\"async\" loading=\"lazy\" draggable=\"true\" class=\"css-fphibt\"\/><img src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/10\/ad4ddcd8-b460-4246-b4ea-b93abeaa0433.png\" alt=\"\" width=\"100%\" height=\"auto\" decoding=\"async\" loading=\"lazy\" class=\"css-hr9vxw\"\/><\/p>\n<p data-node-id=\"27\">WGAL&#8217;s Meredith Jorgensen, <a href=\"https:\/\/www.wgal.com\/article\/pennsylvanias-self-styled-predator-hunters-face-criticism-praise\/69501442\" target=\"_blank\" rel=\"nofollow noopener\">who has covered the group in the past<\/a>, said 814PredHunters uses a specific process, including decoys and logs of online conversations, and says it works closely with law enforcement before many meetups.<\/p>\n<p data-node-id=\"28\">\u201cThey have a set of rules that they use when they\u2019re engaging with people online,\u201d Jorgensen said. \u201cAnd unfortunately, sometimes it\u2019s pretty easy to catch these people.\u201d<\/p>\n<p data-node-id=\"29\">Jorgensen said the group has been operating since 2022 and says it has had more than 300 catches.
