{"id":298123,"date":"2026-10-02T04:46:19","date_gmt":"2026-10-02T04:46:19","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/298123\/"},"modified":"2026-10-02T04:46:19","modified_gmt":"2026-10-02T04:46:19","slug":"pennsylvania-on-fence-joining-federal-school-choice-tax-credit-harrisburg","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/298123\/","title":{"rendered":"Pennsylvania on Fence Joining Federal School Choice Tax Credit | Harrisburg"},"content":{"rendered":"<p class=\"wp-block-paragraph\">HARRISBURG\u2013 U.S. Treasury announced specifics on the Federal Scholarship Tax Credit, the first nationwide school choice credit program.<\/p>\n<p class=\"wp-block-paragraph\">\u201c[It\u2019s] the ability to take your federal tax dollars and instead of giving it to Washington DC, give it locally in your community to support kids,\u201d said Nathan Benefield, chief policy officer for Commonwealth Foundation, a free market think tank in Harrisburg.<\/p>\n<p class=\"wp-block-paragraph\">Someone donates to a scholarship granting organization (SGO), and they get up to $1700 back on their taxes the next year. <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sb0641\/\" rel=\"nofollow noopener\" target=\"_blank\">New rules announced today<\/a> clarify that married couples could get up to $3400 back. The rules also set guidelines on how to set up SGOs and avoid fraud from those making donations.<\/p>\n<p class=\"wp-block-paragraph\">The scholarship granting organization, in turn, gives money to families or organizations to cover a host of education costs. A student could receive scholarship for private school tuition, coverage of extracurriculars like music or tutoring clubs, or public school families could get reimbursed for activities with fees in their district\u2013 like field trips or sports.<\/p>\n<p class=\"wp-block-paragraph\">All taxpayers can donate to any organization in the country, but organizations can only receive donations if their state opts into the program.<\/p>\n<p class=\"wp-block-paragraph\">Democratic Gov. Josh Shapiro has yet to confirm Pennsylvania\u2019s participation.<\/p>\n<p class=\"wp-block-paragraph\">\u201cHe said he\u2019s waiting for these regulations. They are out now, so he can see them. and it really gives him no excuse. There\u2019s no reason not to participate,\u201d Benefield said.<\/p>\n<p class=\"wp-block-paragraph\">Some Democratic education advocates argue that the funds can be a slippery slope to publicly funding discrimination, if dollars go to private religious schools that do not accept all lifestyles.<\/p>\n<p class=\"wp-block-paragraph\">More broadly, school choice policy sparks debates about if public education spending is benefiting all students regardless of income level.<\/p>\n<p class=\"wp-block-paragraph\">Income thresholds for families accepting scholarships are loose; any household under 300% the median income in a county qualifies. One school choice advocacy group <a href=\"https:\/\/www.federationforchildren.org\/wp-content\/uploads\/2026\/07\/AFC-Who-Can-Receive-a-Scholarship-EFTC-Eligibility-Report.pdf\" rel=\"nofollow noopener\" target=\"_blank\">estimates<\/a> 92% of American students are eligible to receive funds, roughly 1.8 million in Pennsylvania. County income thresholds in the commonwealth all have $200,000 or higher eligibility caps.<\/p>\n<p class=\"wp-block-paragraph\">Commonwealth Foundation estimates $700 million could dump into Pennsylvania scholarship organizations, if 10% of households eligible to receive the full credit donate (aka they pay enough taxes that they\u2019d actually get $1700 shaved off what they owe).<\/p>\n<p class=\"wp-block-paragraph\">An <a href=\"https:\/\/www.brookings.edu\/articles\/who-is-likely-to-benefit-from-the-federal-scholarship-tax-credit\/\" rel=\"nofollow noopener\" target=\"_blank\">analysis from Brookings<\/a>, a left of center publication, cautions that wealthy regions will cycle money back to themselves, while the program could have limited assistance for rural or lower income regions.<\/p>\n<p class=\"wp-block-paragraph\">Skeptics also say family access to fee reimbursements depend on if their education entity has a well connected scholarship granting organization. Most SGOs are associated with covering costs for private schools, so public school families would have to build ground up for their scholarship funds.<\/p>\n<p class=\"wp-block-paragraph\">The program mimics already existing state set ups, like Pennsylvania\u2019s EITC scholarship program. School choice advocates champion these programs as a chance for taxpayers to have autonomy on where their money goes, and support any family with autonomy for where their child is educated.<\/p>\n<p class=\"wp-block-paragraph\">Critics say directing tax money to private schools is not the best strategy to improve education; Treasury estimates 11 million taxpayers might give $26 billion in credits over a three year period.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis is not a program that is designed to help underprivileged and under-resourced kids get to private schools. It is a giveaway to wealthy people,\u201d said Susan Spicka, executive director of Education Voters of Pennsylvania, an advocacy group that favors public schools.<\/p>\n<p class=\"wp-block-paragraph\">She cautions that student outcomes and fiscal responsibility are not measured, to check the results of donor tax money.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIn other states, when these voucher dollars increase, tuition at these private schools also increases. And so oftentimes families will not even really realize any substantial benefit in terms of a reduction in their tuition,\u201d Spicka said.<\/p>\n<p class=\"wp-block-paragraph\">Benefield says that in Pennsylvania\u2019s EITC program, the average student receiving scholarships come from households with incomes much lower than income limits.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThere are a number of organizations that serve only low income students. There are some that could serve just special needs students and provide scholarships to them,\u201d Benefield said.<\/p>\n<p class=\"wp-block-paragraph\">The tax credit launches Jan 1, 2027.
