The district encompasses Lehigh, Northampton and Carbon counties in full, along with a portion of Monroe County, with Allentown as its demographic and political center of gravity.

Ryan Mackenzie won the seat in 2024, unseating three-term Democratic incumbent Susan Wild by more than 4,000 votes — a margin of roughly one percentage point. His Democratic challenger this fall is Bob Brooks, a retired Bethlehem firefighter and president of the Pennsylvania Professional Fire Fighters Association, who secured the nomination in a four-way May primary with the formal backing of Governor Josh Shapiro.

As of June 30, 2026, $9.4 million had been committed by candidates and outside groups — a total that already outpaces where the 2024 cycle stood at the same point before spending eventually hit a record $38 million. National figures from both parties have made the Lehigh Valley a regular stop: House Minority Leader Hakeem Jeffries visited in late July to unveil Democrats’ Fighting for an Affordable America agenda, while House Speaker Mike Johnson campaigned alongside Mackenzie in August. President Trump had already come to the district in June, visiting a Mack Truck plant to promote Mackenzie’s candidacy.

Bombero Bob vs. Latinos for Mackenzie

The Spanish-language ground war reflects how seriously both campaigns view the math. More than 22% of the 7th Congressional District’s total population is Latino or Hispanic, while about 56% of Allentown residents identify as Latino — and both sides are competing fiercely for those votes.

Brooks unveiled his Latino outreach initiative, called “Bombero Bob,” at Allentown’s Central Fire Station on September 2. The campaign immediately committed to spreading the initiative across the city’s neighborhoods, supermarket parking lots, street festivals and houses of worship. At Allentown events, Spanish-language signage has been a fixture at every campaign stop, and Governor Shapiro appeared on Spanish-language radio to vouch personally for the candidate.

On the Republican side, Mackenzie launched his “Latinos for Mackenzie” coalition in summer 2026, pointing to President Trump’s documented gains among Latino voters in 2024 as proof the community constitutes genuinely competitive territory for the GOP.

A hard data point underpins the Democratic urgency. An analysis of 2024 Lehigh County results by The Morning Call found that shifts in majority-Latino Allentown precincts were a deciding factor in Mackenzie’s original victory — and Allentown Mayor Matt Tuerk told the outlet the city’s residents have swung outcomes before and intend to do so again.

DALLAS, TEXAS – SEPTEMBER 10: U.S. Rep. The city’s Latino population is predominantly Puerto Rican, with a substantial Dominican-origin community visible along Seventh Street — known locally as Calle Siete — where Dominican-owned beauty salons occupy storefronts beside Puerto Rican restaurants and Caribbean grocery stores.

That community composition carries distinct political weight. Puerto Ricans are U.S. citizens from birth, which means the sharpest anti-immigrant rhetoric lands on them very differently than it does on naturalized Dominican voters or mixed-status households. Latino leaders across Pennsylvania have consistently pushed back against the assumption that the community functions as a uniform voting bloc, arguing — as documented by Penn Capital Star — that voters in cities like Allentown demand candidates who engage their specific realities rather than deploying generic Hispanic outreach.

That distinction separates Allentown’s story from the Cuban Republican strongholds of Miami-Dade or the traditionally Democratic Mexican-American communities along the Texas border. In the Lehigh Valley, the Puerto Rican and Dominican coalition navigates a more fluid partisan identity — one that has proven it can be moved by candidate quality and local economic conditions at least as readily as by national party affiliation.

WARMINSTER, PENNSYLVANIA – MAY 19: Governor Josh Shapiro speaks during a Primary Election night event at The Fuge on May 19, 2026 in Warminster, Pennsylvania.

Economy Is Doing the Talking

The issue driving this contest is unmistakable in every poll conducted on the 2026 Latino electorate. According to the Unidos Bipartisan Poll of Hispanic Voters: The Road to 2026, 53% of Latino voters nationally cite cost of living and inflation as their top concern, followed by jobs and the economy at 36%, housing at 32%, healthcare at 30%, and immigration reform at 20%.

Bucknell University political science professor Derek Wakefield, whose research centers on what messages actually persuade Latino voters, has noted that shifts in Latino partisan behavior track economic perception far more closely than they track immigration or identity-based appeals.

The volatility of the electorate in competitive districts is captured by a TelevisaUnivision/Harris Poll of 700 Latino registered voters across 17 battleground congressional districts, which found 52% were either undecided or still open to changing their vote — a figure that led one commentator at an Axios-hosted event to describe them as “the swingiest of swing voters” in a cycle where the House majority may turn on a handful of seats.

In Allentown, that volatility has a name, a ZIP code and a date: November 3. Whether Brooks’ union credentials or Mackenzie’s Trump-aligned economic message ultimately moves the Lehigh Valley’s Puerto Rican and Dominican community will decide not just the fate of PA-7 — it may well determine which party gavels in Congress next January.

© {{Year}} Latin Times.
