<\/a>BEAVER FALLS, Pa. \u2014<\/p>\nRobert Louis Chapman, 44, was arrested at Bradys Run Park after allegedly planning to meet a decoy he believed to be a 15-year-old girl, following an investigation by Beaver County detectives and the nonprofit 814 Pred Hunters. <\/p>\n
Beaver County District Attorney Nate Bible said the investigation began with the nonprofit organization 814 Pred Hunters, which monitors the internet for adults attempting to meet children for sexual purposes.<\/p>\n
“I do really appreciate the help of 814 Pred Hunters,” Bible said. “It’s hundreds of hours of man-hours over months’ time of cultivating this to the point that we can then get a solid prosecution out of.”<\/p>\n

The account was operated by 814 Pred Hunters.<\/p>\n This week, the organization shared the messages between Chapman and the decoy with Beaver County detectives. Chapman allegedly messaged the account that he could meet at Bradys Run Park before going to a hotel together.<\/p>\n At the park, Chapman was met by Beaver County detectives and the 814 Pred Hunters team.<\/p>\n “We had one of my detectives take the account over. So then those communications were to a law enforcement officer who was posing as a child, as the statute requires. So, now you have that crime of unlawful contact with a minor,” Bible said.<\/p>\n Chapman was taken into custody at Bradys Run Park.<\/p>\n The arrest comes one week after Bible faced public criticism from 814 Pred Hunters for not previously pursuing charges against another man the organization had brought to his attention.<\/a> Bible said the earlier case involved differences in legal process, but this week, the two parties were able to collaborate successfully.<\/p>\n “In order for us to file the charges that we want to have and to file charges that are going to be felony charges that are going to make these individuals have to register as sex offenders, this is the process that we have to follow,” Bible said. “And so we did that on Tuesday and had a successful sting, and were able to pick this guy up.”<\/p>\n Chapman is being held in Beaver County Prison on a $250,000 bond.<\/p>\n 814 Pred Hunters posted on its Facebook page after the charges were filed, writing that the Beaver County detectives and district attorney were “absolutely awesome to work with.”<\/p>\n Pittsburgh\u2019s Action News 4 reached out to attorney Steven Valsamidis, who is representing Chapman.<\/p>\n \u201cThese are difficult cases and with a lot of emotion, so it\u2019s important to let cooler heads prevail and let the criminal process play out,\u201d Valsamidis said.<\/p>\n Download the WTAE app<\/a> to stay connected with breaking news.
