{"id":299314,"date":"2026-10-03T22:16:36","date_gmt":"2026-10-03T22:16:36","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/299314\/"},"modified":"2026-10-03T22:16:36","modified_gmt":"2026-10-03T22:16:36","slug":"pa-wic-program-director-resigns-alleging-workplace-barriers-spotlight-pa","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/299314\/","title":{"rendered":"PA WIC program director resigns, alleging workplace \u2018barriers \u2022 Spotlight PA"},"content":{"rendered":"<p>HARRISBURG \u2014 The director of a food assistance program for mothers and young children resigned from the Shapiro administration last week, alleging she experienced \u201csignificant and ongoing workplace challenges.\u201d<\/p>\n<p>Those included excessive oversight and micromanagement, \u201ccircumstances that [she] experienced as discriminatory,\u201d limited leadership support, and suggestions that, as a Black woman, she \u201cneeded to take \u2018baby steps\u2019 and could not do certain things [she] believed were necessary to effectively lead the program.\u201d<\/p>\n<p>Sally Zubairu-Cofield, who had led the office since her appointment in 2022, detailed her allegations in a Sept. 21 resignation letter, a copy of which was obtained by Spotlight PA. She said she faced \u201cbarriers\u201d that limited her ability to lead the Department of Health\u2019s Bureau of Women, Infants and Children.<\/p>\n<p>\u201cI also experienced repeated situations in which I felt I was expected to accept limitations on my leadership that were not applied consistently to other bureau directors,\u201d Zubairu-Cofield said in the letter.<\/p>\n<p>Zubairu-Cofield confirmed to Spotlight PA that she exited her role, but declined an interview request for this story.<\/p>\n<p>In the letter, she said that early in her tenure she faced \u201cmultiple allegations and investigations that I understood were subsequently determined to be unfounded.\u201d (She did not detail what the allegations were.) Zubairu-Cofield said she was told by the <a href=\"https:\/\/www.pa.gov\/agencies\/dli\/programs-services\/labor-management-relations\/pennsylvania-labor-relations-board\" rel=\"nofollow noopener\" target=\"_blank\">Pennsylvania Labor Relations Board<\/a>, which oversees collective bargaining laws for public and some private employees, not to discuss the allegations.<\/p>\n<p>Trevor Monk, communications director at Pennsylvania Department of Labor &amp; Industry, said the Labor Relations Board has \u201cno record of receiving a call or inquiry\u201d from Zubairu-Cofield, and the matters described in her letter \u201care outside the Board&#8217;s jurisdiction.\u201d<\/p>\n<p>\u201cThe Board\u2019s role is limited to administering Pennsylvania&#8217;s collective bargaining laws and governing union representation for public employees covered by the Public Employe Relations Act and does not in any way investigate or advise on internal agency personnel matters such as those described,&#8221; he said.<\/p>\n<p>Zubairu-Cofield said she repeatedly raised concerns about the issues she faced. The letter does not identify to whom Zubairu-Cofield complained, nor name anyone as part of the allegations.<\/p>\n<p>Responding to emailed questions, a spokesperson for the Department of Health said the office referred Zubairu-Cofield&#8217;s allegations to the Bureau of Equal Employment Opportunity Investigations under the Office of Administration.<\/p>\n<p>&#8220;Following the recent resignation of the Pennsylvania WIC director, other DOH staff will be leading the program until the role is permanently filled,\u201d the Department of Health\u2019s statement read. \u201cWIC offices remain fully operational and services to participants will continue without interruption.\u201d<\/p>\n<p>The Office of Administration said in a statement Tuesday afternoon that it \u201creviews all matters referred to it for investigation and takes appropriate action in accordance with policy,\u201d but it did not confirm whether it received the Department of Health\u2019s referral.<\/p>\n<p>The Special Supplemental Nutrition Program for Women, Infants and Children is a federal food assistance initiative. The Pennsylvania Department of Health\u2019s Bureau of WIC, which Zubairu-Cofield helmed, administers it here. States distribute federal grants to local organizations that provide foods, healthcare referrals, and nutrition education for low-income women and children.<\/p>\n<p>People eligible for the program include women who are pregnant or gave birth in the past six months (12 months if breastfeeding) and children under the age of five. As of August, <a href=\"https:\/\/www.pawic.com\/PAWICProgramData.aspx\" rel=\"nofollow noopener\" target=\"_blank\">WIC organizers estimated<\/a> roughly 175,000 Pennsylvanians were enrolled in the program \u2014 down from 184,000 last year.<\/p>\n<p>Zubairu-Cofield\u2019s interest in WIC was personal. She had a negative experience at a local agency in Maryland when she was pregnant at 19 years old, according to a profile of her published by the Pittsburgh-based <a href=\"https:\/\/web.archive.org\/web\/20260925181938\/https:\/\/jhf.org\/news\/sally-zubairu-cofield-reinvigorating-reimagining-the-pennsylvania-wic-program\" rel=\"nofollow noopener\" target=\"_blank\">Jewish Healthcare Foundation<\/a>. After graduating from nursing school, she began working at a Maryland WIC agency.<\/p>\n<p>&#8220;The way I was treated at WIC made a difference in my entire being. I made it my mission that no one would ever feel like that again. I walked through these doors determined to immediately make a difference.\u201d Zubairu-Cofield told the foundation. \u201cI saw people who looked like me, and I knew that is where I needed to be and where I was supposed to be.\u201d<\/p>\n<p>In her resignation letter, Zubairu-Cofield said she relocated to Pennsylvania \u201cand left behind all of what was familiar to me because I believed deeply in the opportunity to lead and strengthen WIC and to serve the families who depend on it.\u201d<\/p>\n<p>While You\u2019re Here<\/p>\n<p>Spotlight PA\u2019s nonprofit reporting is a free public service, but it depends on your support. Give now to ensure it can continue.<\/p>\n<p>She is now stepping away, she wrote, because the \u201ccumulative impact of these circumstances has taken a serious toll on my well-being,\u201d and she is prioritizing her health and dignity.<\/p>\n<p>\u201cMy resignation should not be interpreted as a withdrawal of the concerns I have previously raised,\u201d Zubairu-Cofield said. \u201cI believe the issues I experienced during my tenure deserve appropriate consideration and documentation, and I reserve all rights concerning those matters.\u201d<\/p>\n<p>Rosie Lapowsky, a spokesperson for Gov.
