PHILADELPHIA (WPVI) — The speed camera program is expanding in Philadelphia with the addition of cameras in the school zone of Northeast High School along Cottman Avenue.

Monday marks the start of a 60-day warning period before tickets are mailed to speeding drivers.

Millions of dollars generated from speed camera tickets have been awarded by the state and reinvested into communities across the city.

“You hit people in the wallet, sometimes it gets our attention,” said Fred Locante of Northeast Philadelphia.

“It’s like a money grab. That’s what it feels like a money grab,” said Rhonda Wilson of Northeast Philadelphia.

More speed cameras in Philadelphia means more opinions.

“I think it’s a great idea,” Locante said.

So far, the Philadelphia Parking Authority said there are more than 100 speed cameras across the city.

All of them are approved under legislation that state lawmakers passed clearing the way for the speed enforcement program with the goal of making roads safer for everyone.

“They lowered the speed limit. It’s like you can’t win. Broad Street is ridiculous, Frankford Avenue ridiculous, Levick ridiculous,” Wilson said.

Action News reached out to the Philadelphia Parking Authority to find out if people are paying the fines on the current speed camera.

We’ve learned from the PPA that roughly 62% of tickets issued on Roosevelt Boulevard have been paid as of March, and that drivers have only paid 59% of tickets issued on Broad Street.

PPA officials said notices are sent as a ticket goes unpaid and can be referred to a debt-collection agency. The vehicle may also be placed on the list to get booted when the registered owner has three or more unpaid overall violations, including parking, red-light and speed camera.

Officials said no points are added to the person’s driving record.

In turn, the PPA said speeding has been significantly reduced by 95% on the Boulevard with a 50% reduction of the number of people hit by cars.

“But I do understand them around the schools because you don’t want nothing to happen to the kids,” Wilson said.

The latest speed cameras are in front of Northeast High School along Cottman Avenue.

“Being a resident here for about 32 years, I think people use Cottman Avenue as a racetrack,” Locante said.

This is just the warning period until the first weekend of December.

After that, anyone in this area going 11mph over the speed limit could be hit with a fine of $100 to $150.

The cameras will be active when the school zone lights are flashing in the morning and afternoon.

“They face enough challenges. Getting to a from school should be the least of their problems,” said Locante.

Earlier this year Pennsylvania Governor Josh Shapiro allocated $13 million of the speed camera revenue for road improvements in Philadelphia.

We’ve learned from city officials that speed bumps have been put in around nearly two dozen schools, along with the completion of several repaving projects, traffic signal upgrades, and sidewalk improvements.
