I mean, it’s the law everywhere,” said Allentown Managing Director Frank Kane.

One recommendation is that the council become more active. As part of that effort, they have implemented a budget question tracker where members can submit questions to the administration and track responses.

“It’s meant to specifically have the communication between council members and the city’s finance team. The way that we engage the public is that these questions will be released at council budget meetings,” Councilman Pungo said.

Council can then share those questions and answers with the public, who can now submit their budget-related comments to citycouncil@allentownpa.gov.

Kane says so far the public prefers small, measurable, tax increments.

“It’s better to adjust the millage rate slightly, and you can plan for $1.50 or $1.75 a month. It’s much harder to plan for 40 and 50% and 30% tax increase,” he said.

Pungo said although the city charter doesn’t mandate a deadline for when the budget must be passed, the goal is to have it signed, sealed, and delivered by December 31st.

Copyright 2026 Maranatha Broadcasting Co., Inc..
