Pennie offers health care plans and federal premium tax credits to lower costs based on income.  <\/p>\n<p data-node-id=\"2\">&#8220;Pennie is the only place to get federal premium tax credits to lower the cost of coverage,&#8221; said Devon Trolley, executive director of Pennie. &#8220;These tax credits are based on what you make, so what you pay for coverage is based on your income.
