The township was able to maintain and slightly increase the general fund balance, which increased a little over $12 million. Also, the township ended the year with about three and a half months of expenditures in the fund balance, which is in the range of recommended targets, he said.

In response to a question from Chairperson George Bell, Kowalczyk said that the audit did not find any areas where the township could improve, but it is his experience that in the second year working with a client little improvements are often found.

During the public comments segment of the agenda, former Supervisor Ted Gardella asked the supervisors to deny the request by Boyle Construction for an additional $43,109 for construction management services associated with the emergency services project. The request had been tabled at the Oct. 12 supervisors meeting and was not on the agenda for Monday night’s meeting. Gardella, however, said he had reviewed the recording of the meeting where Boyle presented its proposal, and the company stated the proposal was for a flat rate of $458,750 and promised there would be no additional costs.

Variance for former Promenade property

The supervisors recommending to the zoning hearing board approval of a variance request for 3925 Perkiomen Ave. Zoning officer Jeffrey Hunter said Metropolitan Development Co. is proposing a 236-unit apartment complex at 3925 Perkiomen Ave., the former Promenade property, and has requested a variance to reduce the required parking from 3 spaces per unit to 1.9 spaces per unit. The variance would allow for 442 parking spaces instead of the 696 spaces, or three per residential unit, required by township codes.

One-bedroom units would range in size from 875 square feet to 1,036 square feet, while two-bedroom units would be 1,175 square feet to 1,367 square feet. Among the nine buildings, there would be 108 one-bedroom apartments and 124 that offer two bedrooms.

Rent is currently projected to range from the high $1,700s to the low $2,000s, although those numbers could change by the time the complex is constructed.

The planning commission recommended approval of the variance at its October meeting, and the request is scheduled for consideration by the zoning hearing board on Oct. 29.

Authorized signers

Supervisors authorized a resolution for the removal and designation of authorized signers for the Exeter Township Police and non-uniform pension plan. The resolution removes Sarah N. Busch and Kristina D. Kerper, who have resigned, and William M. Heim, former township manager, who has retired, as authorized signers. It designates Larry Piersol, township manager, as the new authorized signer for both pension plans.

Financial support

The supervisors discussed contracting interim finance support from Sumter Local Government Consulting headquartered in Atlanta, Georgia. Township staff are seeking board consideration to engage the firm for interim financial support, including assistance with the 2027 budget, accounting, payroll, compliance and reporting. The proposed rate is $95 per hour for up to 24 hours per week, plus travel time, with either party able to terminate the engagement with 30 days’ notice.

Police report

Chief of Police Stephen D. Powell delivered the police report containing September 2026 statistics.

Powell said there were 2,504 total incidents, which included 32 domestic disputes, 21 fraud-related incidents, 14 retail theft and 14 disorderly conduct, and 10 narcotic incidents. A total of 54 arrests were made.

Police issued 515 driving citations and 260 warnings, Powell noted. There were 13 DUI citations. In addition, 26 criminal investigation cases were assigned and 22 were closed/cleared.

Copyright 2026 Maranatha Broadcasting Co., Inc..
