The campaign connects that proposal to the financial pressures facing Pennsylvania’s agricultural economy, including rising production costs for small farms.

Immigration enforcement

Gebhard supports requiring Pennsylvania law enforcement agencies to cooperate fully with U.S. Immigration and Customs Enforcement, according to his campaign website, which says he introduced legislation to establish that requirement.

The campaign also credits him with efforts to increase penalties for criminal offenses committed against federal immigration enforcement officers and agents.

Additionally, the website cites his co-sponsorship of Act 141 of 2022, describing the measure as requiring construction contractors and subcontractors to use the federal E-Verify system to confirm new employees’ eligibility to work.

Abortion policy

Gebhard’s campaign emphasizes his opposition to abortion and highlights a “pro-life” rating from the Pennsylvania Pro-Life Federation.

“As your State Senator I will always fight for the rights of the unborn,” Gebhard states on his campaign website.

The website also cites his vote for Senate Bill 106 as evidence of his opposition to taxpayer-funded abortion.

Women’s sports

Gebhard’s website highlights his support for the Save Women’s Sports Act, framing the issue as one of fairness for female athletes.

“This bill is just common sense and fundamentally about fairness,” Gebhard states on the website.

His campaign presents support for restrictions on transgender women and girls participating in women’s and girls’ sports as part of his broader agenda concerning women and children.

Infrastructure and economic development

Gebhard’s campaign also points to infrastructure funding as a priority for encouraging rural economic development.

A Jan. 22, 2026, entry on his website highlights nearly $1 million for infrastructure and rail improvements. A separate entry dated Jan. 20, 2026, cites nearly $1.2 million for county sewer and water projects.

According to the campaign, those investments are intended to maintain essential infrastructure and accommodate future growth.

Gebhard will face Democrat Wayne Moyer in the Nov. 3 election.
